Description
The Marine Corps Systems Command, Quantico, VA intends to procure technical and administrative services to install, test, configure, integrate, develop detailed procedures, and train operators for Enterprise Information Technology Service Management (E-ITSM) processes and tools within the Marine Corps Enterprise Information Technology Services (MCEITS) framework. This announcement constitutes the only notice; proposals are not being requested and no solicitation will be issued. This is a notice of contract action in accordance with FAR 5.201(a). The United States Marine Corps Systems Command, Quantico, VA, Contracting department intends to award a firm-fixed price delivery order of contract M67854-09-D-4726 to General Dynamics Information Technology. This solicitation is in support of the US Marine Corps. The award consists of implementation of E-ITSM processes and tools to more securely and efficiently run the USMC Marine Corps Enterprise Network (MCEN). The result will be standard and interoperable architecture products, interoperable and reusable services, methods and data formats, core software products, and platforms to host and maintain enterprise applications, services and data environments. These E-ITSM pilot services are required at multiple locations and will provide feedback to the government regarding the people, process, and tools implementation. This task covers developing initial capabilities in the following process areas, referred to as the Initial Processes:. Service Catalog Management (SCM). Incident Management (IM). Change Management (ChM). Release & Deployment Management (RDM). Event Management (EM). Service Asset & Configuration Management (SACM) The scope of this delivery order covers services for the above processes and tools identified by PM Common Computing Resources (CCR) under the E-ITSM project. The scope includes installation, testing, configuration, integration, development, and documentation of procedures, and documentation and conduct of training. The hardware and software for the tools will be provided as Government-Furnished Equipment (GFE). The end-state for this effort is:. Detailed Tool Procedural Manuals, complementing and conforming to the USMC Process Guides, have been fully developed and promulgated to all necessary sites.. Training materials supporting the tool procedures have been fully developed and promulgated.. The Government-provided tools have been installed, tested, and configured at all required pilot locations.. Successful accomplishment of all technical reviews.. A trained government and supporting workforce capable of executing processes via a government-approved plan and schedule.. E-ITSM tools support NetOps and ITSM processes at the global, regional, and local levels.. The processes and tool configuration for the classified environment can support a similar instance in the unclassified environment.. The MCEITS Program is able to meet all Initial Operational Capability requirements that fall within the scope of the Initial Processes listed above. Award of this requirement will be in accordance with Federal Acquisition Regulations (FAR) Part 15, and the terms and conditions of contract M67854-09-D-4726. The North American Industry Classification Systems (NAICS) Code is 541519 with a size standard of $25 million. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
