Description
THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER THE DEPARTMENT OF HEALTH AND HUMAN SERVICES, PROGRAM SUPPORT CENTERS 2009 TASK ORDER CONTRACTORS. The purpose of this project is to develop and conduct both a formative and summative evaluation of the Regional Extension Center Program and Health IT Research Center (Section 3012) required under the Health Information Technology for Economic and Clinical Health (HITECH) Act of 2009. This program was created in an effort to provide technical assistance to support providers in purchasing, adopting, and becoming meaningful users of electronic health records. Without the active use and exchange of health information by health care providers, the United States will fail to achieve its overall goals of higher quality and more efficient health care for all Americans. The Office of the National Coordinator will award the grants in 2010. This evaluation, required by HITECH, will focus primarily on the effectiveness of the grants in establishing technical assistance support for providers to adopt and become meaningful users of electronic health records. Information from this evaluation will provide timely feedback and information to help continuously improve the centers’ ability to support adoption by providers. An overall evaluation of the program will determine its effectiveness, as a whole, and results will be used in future funding decisions. The contractor selected for this evaluation will be required to cooperate with an ONC-funded contractor who will be performing a global evaluation to assess the combined impact of the HITECH programs. A multiyear task order is anticipated with a period of performance for 48 months.
