- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation FAR Part 13.5, Test Program for Certain Commercial Items. This will be an acquisition under the authority of the test program for commercial items section 4202 of the Clinger-Cohen Act of 1996. The US Army Research, Development and Engineering Command Contracting Center, Aberdeen Installation Contracting Division, 4118 Susquehanna Avenue, Aberdeen, MD 21005 has a requirement to procure the following commercial items to support ballistic test requirements: CLIN 0001 9 each NIJ Ballistic Headform, Aluminium CLIN 0002 1 each High Velocity Ballistic Cannon CLIN 0003 1 each Electronic Data Acquisition System for Air Gun (Control Panel Touch Screen with Software, Time Gate) CLIN 0004 1 each Barrel (0.15 CALIBRE FOR 5.8 GRAIN T37 PROJECTILE) CLIN 0005 1 each Barrel (0.22 CALIBER FOR 17 GRAIN T37 PROJECTILE CLIN 0006 1 each Barrel.25 caliber for ball bearing CLIN 0007 1 each Alderson Headform (50TH PERCENTILE) CLIN 0008 1 each Gas Booster System for Air Gun CLIN 0009 500 each Projectile (0.15 CAL, 5.8 GRAIN, T37) CLIN 0010 500 each Projectile (0.22 CAL, 17 GRAIN, T37) The intended delivery date for the items is January 22, 2010. The Government intends to award a Firm-Fixed Price sole source contract to CADEX, The Specialist Inc, 755 Avenue Montrichard, St. Jean, Quebec. This firm is the sole developer/manufacturer /distributor of the product. The associated North America Industry Classification System (NAICS) Code is 332995 and the Business Size Standard is 500. All responses received within 7 days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 12:00 PM Eastern Time, Monday, December 29th, 2009. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
