- SOLICITATION NOTICE. PROCUREMENT IS UNRESTRICTED, FULL AND OPEN COMPETITION. NAICS Code: 236220, Size Standard $33,500,000.00. PROJECT MAGNITUDE: Between $5,000,000 and $10,500,000. Contractors shall provide all labor, material, equipment, supervision, and inspection to CONSTRUCT INDOOR/OUTDOOR (I/O) FIRING RANGES 9 & 10, located at the Federal Law Enforcement Training Center (FLETC), Glynco, GA. Work is to be completed in accordance with the Government provided drawings and specifications. Project includes the construction of a new firing range facility with a total gross area of approximately 39,414 square feet. The facility features two fully covered and ballistically contained hybrid indoor/outdoor firing ranges and support spaces, all associated utilities and related incidental work. Estimated completion period for all work, including site cleanup is 480 calendar days from date of notice to proceed. Successful offeror will be determined using source selection method, Tradeoff, as outlined in FAR Part 15, based on trade-off between non-price factors (both technical and past performance) and price, resulting in the Best Value to the Government. Criteria on which firms will be evaluated will be detailed in the solicitation. Award of a single firm-fixed price construction contract is the Government's intent. The solicitation package will be posted to the Federal Business Opportunities website around, January 13, 2010, with proposals due approximately February 13, 2010. The contractor is responsible for checking the Federal Business Opportunity website regularly for the solicitation and subsequent amendments. A pre-proposal site visit has been scheduled. The details are outlined in the solicitation package. The Government anticipates significant subcontracting opportunities with this action. Access to the plans and specifications is limited to firms who request and are approved for explicit access to the material. Instructions on obtaining explicit access to the material are available on the www.fbo.gov website. The official interested vendor list will be available for downloading from the www.fbo.gov website.
