- Performance Work Statement Task A and Task B INTRODUCTION The principal purpose of this performance work statement (PWS) is to obtain an independent external audit of the U.S. Small Business Administration's (S`BA) comparative financial statements for the fiscal years ending September 30, 2010 and September 30, 2011. The Office of Management and Budget (OMB) Bulletin No. 07-04, Audit Requirements for Federal Financial Statements (OMB Bulletin 07-04), as amended and subsequent issuances, requires that SBA prepare annual financial statements separate from the annual SBA principal consolidated statements. Findings from the annual SBA financial statement audit contribute to determining the opinion on the annual SBA principal consolidated financial statements, relevant deficiencies that should be included in SBA's report on internal controls and SBA's compliance with laws and regulation. SBA's principal consolidated financial statements will be audited in accordance with U.S. Government Auditing Standards (GAS) and the provisions of OMB Bulletin No. 07-04, as amended. The contractor will determine whether the principal consolidated financial statements and related notes present fairly, in all material respects, the assets, liabilities, and net position; net costs; changes in net position; and budgetary resources, in conformity with the accounting principles generally accepted in the United States. The contractor will conduct an audit of SBA's comparative financial statements for the fiscal years ending September 30, 2010 and September 30, 2011.
