- Description
- The Naval Air Systems Command intends to award a Firm Fixed Price (FFP) contract to Raytheon Technical Services Company (RTSC) of Indianapolis, IN for the procurement of approximately 188 AN/ALE-47 Forward Firing Dual Dispenser Pod (DDP) Shipsets for installation on CH53 D/E aircraft. This procurement also includes final validation and support and is a follow-on buy to contract N00019-09-C-0065 to which the initial production units of AN/ALE-47 DDPs were produced and qualified. The Government’s intent is to satisfy an immediate operational requirement for AN/ALE-47 DDP installations to begin eight months after contract award. This action is being awarded on a sole source basis to RTSC of Indianapolis, IN. As the sole designer, developer, and manufacturer of the AN/ALE-47 DDPs, RTSC is the only qualified source which possesses the requisite knowledge required to perform this requirement in a timely and cost effective manner. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c) (1), as implemented by Federal Acquisition Regulation 6.302-1, “only one responsible source and no other supplies or services will satisfy agency requirements.” This notice of intent is neither a request for proposals nor a solicitation of offers.
