Description
NASA/GSFC proposes to enter into a contract with University of Kansas, Center forRemote Sensing of Ice Sheets (CReSIS)on a sole source basis utilizing American Recoveryand Reinvestment Act (ARRA) funds to provide NASA with a unique, custom built anddesigned cryospheric radar suite which includes three radars necessary for mapping thebed topography of ice sheets, determining snow thickness on sea ice and monitoring thenear surface firn layers on ice sheets. These radars are necessary to meet Operation IceBridges science objectives and is the only radar suite that is adapted to fly on theNASA P-3 (a propeller airplane) and DC-8 (a jet airplane). This procurement action willrequire CReSIS to deploy, operate and maintain their custom built suite of three radarsfor the Operation Ice Bridge Greenland 2010 aircraft campaign which will begin in March2010. The Greenland campaign is a series of flights designed to monitor the dynamic areasof the arctic sea ice and Greenland ice sheet during the data gap between ICESat-1 andICESat-2, which will not launch until the 2014 timeframe. The Cryosphere, including landice and sea ice are essential areas to monitor in a warming climate. This requirementalso includes the processing of the radar data by CReSIS with their custom processingalgorithms and the release of Level 1-B (geolocated radar echograms)data to the IceBridge Science Team three months after the completion of the campaign.NASA/GSFC intends to purchase the items from University of Kansas, Center for RemoteSensing of Ice Sheets (CReSIS). CReSIS has already gathered data for Operation IceBridge in the Antarctic 2009 Campaign.No other University or Company has the uniquecustom built three radar suite of instruments developed by CReSIS which includes thecapabilities of imaging fast flowing, rapidly changing glaciers, snow thickness on seaice and near surface firn over the ice sheets.CReSIS has unique UHF (Ultrahigh-frequency)and VHF (Very high-frequency) airborne radars for imaging the near surfacefirn and snow depth on sea ice at a very high vertical resolution (5 cm). Because CReSIShas designed, developed and built these one of a kind instruments for cryosphericapplications and adapted them to the NASA planes, they are the only qualified personnelto operate the instruments in the field and are the only qualified personnel to repairthe instruments. The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon January 2, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
