Description
This combined synopsis a full and open competition. Delete "The NAIC code is 541211 and the small business size standard is $9M. This acquisition does fall under NAIC code 541511. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is CLA-10-RFP-0008 for Chargemaster Update/Maintenance and support. refresher training, training for new employees and annual audit of coding and billing to ensure optimal use of the system for a base plus four (4) prepriced option years. Pricing shall be offered for the base year plus the four (4) prepriced option years as follows: Task I Update Task II Coding and billing audit Task III training Travel expenses will be reimbursed IAW Federal travel regulations This solicitation is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24. PURPOSE: This is a non-personal services contract for the Claremore Indian Hospital for the time period January 1, 2010 through December 31, 2010 for the following services: Contractor shall provide Chargemaster updates/maintenance and support including refresher training, training for new employees, annual audit and billing to ensure optimal use of the system for the Resource Patient Management System (RPMS). A. Scope of work 1. Update and maintain site-specific transaction code tables. 2. Conduct on-site coding/charge capture audits to include check-in registration, coding/data entry, billing, posting, adjustments/write-off's and reconciliation to verify accuracy, compliance and timeliness of preparation and submission 3. Conduct on-site departmental training for patient care providers, coders, billers, and administrative staff in Chargemaster procedures, coding/billing documentation requirements/changes and use of management reports. Procedures Phase 1 Contractor shall provide ongoing maintenance of the Chargemaster system including updating charge tickets annually, creation of new charge tickets as new departments are created, and quarterly maintenance of the transaction code tables. The following procedures will be included in the maitnenace and support: Delete old CPT/HCPCS and revenue codes Add new CPT/HCPCS and revenue codes M-Systems supply list (or chargemaster supply list) Price each code Update all chargemaster charge tickets to reflect current codes Update all physician supervills to reflect current codes Provide on-going chargemaster support throughout the contract period Download updates changes to the programming contractyor to be loaded Provide a two-day refreasher training session on-site Conducts quarterly off-site coding/charge capture audits with reports Phase 2 Contractor shall conduct quarterly off-site audits of a representative sample of records to ensure proper coding, proper entry of transaction codes and accurate transfer of the codes to the third party billing package and provide reports of findings. Phase 3 Contractor shall conduct yearly two-day extensive chargemaster training to each department, including medical staff. The training shall consite of refresher training in chargemaster procedures, areas for improvement in coding/billing procedures based upon the quarterly audit findings and focused training for coding and billing management staff in utilizing chargemaster management reports. Contractor shall provide all training materials. B. Contract schedule of deliverables: 1. Eight (8) days off-site to conduct a quarterly coding/charge capture audits and reports 2. two (2) days on-site to provide annual refresher training for all staff 3. Contractor shall provide on-going chargemaster support via e-mail, fax or phone 4. Audit results shall be delivered within 30 days of conclusion of audit. Contractor will be required to comply with FAR 52.20409 Personal identity verification of contractor personnel, HIPAA business associates agreement and Business Partner Interconnection Security Agreement. A Business Partner Interconnection Security Agreement is used to define procedures of reciprocal cooperation and coordination between the Indian Health Service (IHS) and a business partner to identify and implement information security safeguards and responsibilities required for the establishment of a connection between the IHS network and the business partner's network. System Interconnection means the direct connection of two or more IT systems for the purpose of sharing data and other information resources.
