Request for Comment - Transformation Twenty-One Total Technology (T4) ProgramNOTE: QUESTIONS AND ANSWERS ARE PROVIDED BELOW. NOTE: THE DUE DATE FOR SUBMISSION OF COMMENTS HAS BEEN EXTENDED TO JANUARY 11, 2010. This is a request for comment only. Do not submit a proposal or quote. The Department of Veterans Affairs (VA), Technology Acquisition Center (TAC) is soliciting for comments related to the DRAFT Performance Work Statement (PWS) for the T4 Program. The PWS is for the upcoming T4 Indefinite Delivery Indefinite Quantity (IDIQ) multi-award task order contract for Information Technology (IT) Services. After reviewing the DRAFT PWS attachment within this announcement, interested and capable contractors are invited to provide responses to the following questions. Responses should follow this format and be submitted electronically as one complete document. Solicitation Number VA118-10-RP-0052 has been assigned for tracking purposes only. The Classification Code and NAICS code are preliminary. If no, please provide your technical functional area comments/recommendations. 3.Please provide any remaining positive or negative feedback regarding the PWS such as recommended changes, noted exceptions, ambiguities, etc. All information should be provided to Kevin Wymbs at kevin.wymbs@va.gov and Carol Newcomb at carol.newcomb@va.gov no later than close of business, January 11, 2010. T4 Questions and Answers # 1 1.We have heard the final RFP will be released in Feb 2010 (4 weeks following the receipt of industry questions regarding the draft PWS). The Draft PWS does not provide adequate information to evaluate and prepare for proposal activities. Evaluation criteria and instructions in draft form will enable us to properly plan for resources needed to support the proposal responses as well as the bid decision. Response: The RFP release date has not been determined. Evaluation criteria as well as other information will be provided at a later date along with a schedule. You should be checking FedBizOps for the latest information. Here are some of the questions we need to answer to help our senior management make a bid decision: a.Will award be based on all functional areas (like Alliant) or a subset of the functional areas (like Eagle)? Response: The acquisition strategy has not been determined. b.Is it the VA's desire that this be a small business set-aside contract, that large businesses sub to small businesses. Was the Sources Sought released to gauge small business interest and level of participation? Response: The acquisition strategy has not been determined. We are currently in the process of conducting market research which will assist us in determining the acquisition strategy. c.To limit the number of awards, does the VA want industry to cluster together to form large teams (eg:: Northrop Grumman as prime with Lockheed Martin and GD and lots of small businesses as subs)? Response: The number of awards has not yet been determined. 2.We have heard that responses to sample tasks will be required 15 days before proposal responses. The purpose of this exercise to assess how well offerors respond to quick-turn TOs. However, at proposal preparation time, offerors will not have their T4 TO response organizations established, therefore that exercise will not adequately measure our ability to quickly respond (once our T4 Task Order Response organization is established).. a.Will sample TOs be required as part of the proposal response? Response: While the acquisition strategy has not been determined, it is not uncommon for agencies to use this approach in the source selection evaluation. b.How will sample TOs be factored into the evaluation criteria? Response: The acquisition strategy and use of sample tasks not yet been determined. c.Will sample TO responses be due before proposal responses to the RFP? Response: The acquisition strategy and use of sample tasks not yet been determined.
