Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. FA4621-10-T-0006 is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-37. This acquisition is not set aside for small business. The NAICS code is 451211 and the size standard is $7.0M. The item description to be procured is an Annual McNaughton Book Lease for the Base Library. This is a McNaughton brand name only requirement. CLIN 0001: Adult Plan (G5B8) Provide adult fiction and nonfiction books for patron check out, with rotation of eighty (80) new books each month selected by the librarian; Qty: 12, Unit of issue: MO, Unit Price $___________, Ext Price $ ___________ CLIN 0002: Children Plan (GPC6) Provide a collection of easy books for patron checkout, with rotation of the new books each month as selected by librarian; Qty: 12, Unit of Issue: MO, Unit Price $ __________, Ext Price $ __________ CLIN 0003: Young Adult Plan (YGB1) Provide young adult fiction and nonfiction books for patron check out, with rotation of ten (10) new books each month selected by librarian; Qty: 12, Unit of Issue: MO, Unit Price $___________, Ext Price $__________ Period of performance for all CLINS is 1 January 2010 through 31 December 10. The item must be delivered FOB destination within 30 days of receiving the order to the 22d Forces Support Squadron (22 FSS/FSDL) 53476 Wichita St, Bldg 412/Ste 145 McConnell AFB, KS 67221 The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer is the best value for the Government and conforming to the solicitation. AFFARS 5352.201-9101, Ombudsman (10 Aug 2005) in full text (below): (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offertory, potential offertory, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMBC A-76 competition performance decisions).(c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Mr. Michael R. (d) The ombudsman has no authority to render a decision that binds the agency.
