Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is AG-7MN1-S-10-AA03 and is issued as a request for quotation (RFQ). This solicitation is a small business set-aside. The NAICS is 423820, business size is 100 employees. This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2005-38. The USDA, Agricultural Research Service, Southern Plains Range Research Station, Woodward, Oklahoma has need for a Feed Grinder Mixer as specified below. The following will detail the specific requirements. Intent: Purchase a grinder mixer that will take feed and grind it into a quality and consistent ration mix. All feeding attachments and unloading mechanisms are to be driven hydraulically. Must be self contained. Operator must be able to see feed levels remaining in tank. Must be PTO driven. Must have an adjustable slip clutch on the auger rotation to provide protection if foreign objects are encountered. Must have a system of keeping the oil cool to prevent overheating of equipment. Augers need to have a variable speed control. Background: This is a piece of equipment that will take mixtures of feed in its raw state, mix it into somewhat equal parts, pack it, grind it, and cut it into pellet form for feeding of livestock. It will be used for that exact purpose on the Southern Plains Experimental Range. Minimum Requirements: 1) Tank size must be no less than 135 bushels and no more than 165. 2) Tank diameter should be no less than 72" and no more than 84". 3) Tank must have a ladder to the top of the tank. 4) Hammer mill must be no less than 21" and no more than 26". 5) Mill must have no less than 48 and no more than 66 hammers. 6) Hammers must be 4 way reversible. 7) Grinder must have no less than t screens with pore sizes of ½", ¾", 1", 1 ½", and 2". 8) Tank must have no less than one inspection window to check grain/feed levels. 9) Mixing auger must be no less than 14" and no more than 16" with a 24" to 30" base. 10) Unloading auger must have a hydraulic swing with no less than an 8" x 10' long discharger auger with a minimum of 300 degree swing radius. 11) Unloading auger must have a hydraulic lift cylinder and no less than a 6' fold extension and no more than a 6' 6" fold extension. 12) Feed auger should be variable speed, hydraulically driven and no less than 12" x 7' or more than 10" x 8'. 13) Mill must have no less than two 4" x 18" throat magnets for removal of any metal that may accidently mix with the material entering the mill. 14) Must have a side supplement hopper with sack cutter. Side hopper is to be no less than 18" x 23". 15) Unit must have a digital scale system with external horn. 16) PTO drive should be no less than 540 and no more than 550 rpm. 17) Ground clearance no less than 11'5". 18) Overall length of unit no more than 15' 8". 19) Overall height of unit no more than 11'. 20) Overall weight of unit with auger feeder no less than 3,600# and no more than 4,500#. 21) Unit must have a tongue jack and no less than new 12.5" x 15" 20-ply implement tires with fenders over tires. Price to include delivery to the USDA, ARS, Southern Plains Range Research Station, 2000 18th Street, Woodward, Oklahoma 73801. The USDA requires delivery by February 2, 2010 and each offeror shall include their proposed delivery schedule as part of their quotation. Acceptance and FOB point are destination. In order to be considered for award offerors shall provide a quotation on company letterhead and include with the bid schedule detailing the unit pricing and literature sufficient to determine conformance to the requirements.
