- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number FCCRFQ10000006 is issued as a request for quotation (RFQ). This procurement is issued under the test program for certain commercial items found in FAR 13.5. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-37.This RFQ is issued as small business set aside under NAICS code 532112. The size standard is $25.5 million. The following contract line items (CLIN) are included in this RFQ: CLIN 0001 12 month lease for five (5) vehicles model year 2010 SUV that meet the following specifications: Hybrid, must seat eight (8) full size adults (comfortably), climate control system that keeps both front and back seat passengers at an average temperature of 77 degrees, power features, meet all safety requirements for commercial vehicles, minimum EPA estimated fuel must be 20 in city and 21 highway, minimum EPA greenhouse gas and air pollution score of 5. Delivery is 120 days after date of award. Comfortable means that leg and head room can fit passengers over 6'2" without their head hitting the roof and legs can stretch out for the comfort of the passenger. CLIN 0002 the contractor shall include all labor and materials to provide all preventative and corrective maintenance for the vehicles specified in CLIN 0001. Period of Performance: delivery date through 12 months CLIN 0003 Option Year One for the services as specified in CLIN 0001 Period of performance: commencing 1 day after the end of the period of performance for CLIN 0001 through 12 months CLIN 0004 Option Year One - The contractor shall include all labor and materials to provide all preventative and corrective maintenance for the vehicles specified in CLIN 0003. Period of performance: commencing 1 day after the end of the period of performance for CLIN 0002 through 12 months CLIN 0005 Option Year Two for the services as specified in CLIN 0001 Period of performance: commencing 1 day after the end of the period of performance for CLIN 0002 through 12 months. CLIN 0006 Option Year Two - The contractor shall include all labor and materials to provide all preventative and corrective maintenance for the vehicles specified in CLIN 0005. Period of performance: commencing 1 day after the end of the period of performance for CLIN 0004 through 12 months Provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition with the following addenda: Technical Factor: The offeror shall submit a specification information sheet that details the specifications with your quote. The specification sheet will be reviewed to determine if you proposed vehicle meets the minimum requirements. Once this review is complete, the offeror shall provide demonstration at FCC Headquarters of its proposed vehicle which will be scheduled within 5 days of the closing date of this request for quotation. The offeror is required to allow FCC personnel to sit in the vehicle to ensure eight passengers can comfortably fit in the vehicle and the ease of passenger's ability to be seated in the back of the vehicle. Past Performance: The Offeror shall provide three (3) references of previous projects similar in size, scope, and complexity of this offer. The FCC may contact those references during the evaluation process to verify relevant experience and level of performance. The FCC may, at its discretion, obtain and evaluate information from sources other than those provided by the Offeror. The Government will evaluate the degree to which the offeror's past performance demonstrates experience likely to result in satisfactory performance. Provision at 52.212-2, Evaluation-Commercial Items is included with the following information included in paragraph (a) of that provision: Technical, Past Performance, and Price. Technical and past performance when combined more important than price. Offerors should include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition with no addendum. Clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition and the following additional FAR clauses cited in the clause are applicable to the acquisition: 52.203-6, 52-222-3, 52.222-26, 52.222-21, 52.222-22, 52.222-36, 52.225-5, and 52.232-33. The offeror shall submit invoices in accordance with the FCC invoice procedures below: INVOICES NOTE: *Invoices may be submitted via email to: FO-Einvoices@fcc.gov. In addition, copies of the emailed invoices shall also be sent to the CO and COTR. Only one emailed copy is required.
