- Notice of Intent to Sole Source - Department of Veterans Affairs (VA) Veterans Health Administration (VHA) Veterans Integrated Service Network (VISN) 5 Web Based TrainingProcurement Office: Department of Veterans Affairs (VA) Veterans Health Administration (VHA) Veterans Integrated Service Network (VISN) 5, 849 International Drive, Suite 275, Linthicum, MD 21090 Response Date/Time: December 21, 2009 - 2:00PM EDT The VA VISN 5 intends to award a sole source contract to CareLearning under the authority of Federal Acquisition Regulation (FAR) 6.302-2 (Unusual and compelling urgency) and Part 13 (Simplified Acquisition Procedures) for the conduct web-based training for VISN 5. CareLearning provides a web-based education management solution. It develops and delivers a range of just-in-time training and education for health care providers and provides the ability to manage and track employee, physician and non-employee records. Mandatory training delivered via CareLearning includes a set of 15 Health & Safety Compliance courses with complete recordkeeping and reporting functions. These courses are cost-effective and use interactive, multimedia training to help comply with Joint Commission and OSHA requirements. CareLearning is also a web-based competency management solution, populated with validated skills for the many roles within VISN 5. Assessments are safely stored online eliminating misplaced documents and paper trails. Multiple reports are available at the touch of a button and access to the system is controlled by the user. This is a follow-on award to V688P-2843, awarded in 2004. This contract was not recompeted prior to its expiration on 9/30/09. The contractor has continued to work at risk from 10/1/09. The agency is currently migrating to a new version of the Learning Management System, which will replace CareLearning in its entirety. This migration is expected to be complete on 9/30/10. The agency would be negatively injured if this service was disrupted as the system delivers and tracks agency training, some of which is mandatory in accordance with federal regulations. Notwithstanding, any firm that believes it is capable of meeting VISN 5's requirement, as stated herein, may submit their corporate capabilities, which if received by the response date of this announcement may be considered. Responses to this posting must be in writing and submitted to Donyale Smith, Contract Specialist at donyale.smith@va.gov by the response date listed above. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. (Note 22)
