Description
TITLE: NNA06BC19C, ELORET CorporationNASA/ARC has a requirement to extend the performance period of the Aeronautics andExploration Mission Modeling and Simulation (AEMMS) service contract for an additionalfive months. This extension will provide on-going mission critical support pendingcompletion of the procurement process and award of the follow-on contract. A modificationreflecting this extension will be issued on or before January 31, 2010, which is theexpiration date of the current contract. NASA/ARC intends to extend the period of performance of contract NNA06BC19C which wasawarded to ELORET Corporation on May 19, 2005. This award was the result of full and opencompetition, after exclusion of sources, to a small business. The current contractconsists of a four (4) year, seven (7) month performance period, commencing from July 1,2005 to January 31, 2010. The extension of the contract will result in a five yearperformance period which is within the five year limit on terms of service contracts,including the basic requirement and all options in accordance with far 17.204(e) and NFS1817.204(e)(iii). NASA is using the authority for Other Than Full and Open Competition provided by 10U.S.C. 2304(c)(1). The AEMMS contract includes mission-critical analytical andexperimental support for various NASA programs including CEV Aerosciences and ThermalProtection System Insight and Oversight, CLV Risk Analysis, and, under the ARMDHypersonics Project, and TSTO concept design in partnership with the U.S. Air Force. TheAEMMS contract supplies NASA Ames with engineering and science services, includingvehicle modeling and analysis, and analytical software tool development. Personnel skillsets include staff engineers, research and development scientists, computational fluiddynamics experts, and it support staff. Because ELORET possesses unique expertise inmeeting the requirements of NASA Ames Research Center, no alternate source couldadequately provide this support during this brief extension period.The proposed contract action is for supplies or services for which the Government intendsto solicit and negotiate with only one source under the authority of FAR 6.302. Thepurpose of this action is to bridge the performance period between the end of the currentcontract and the anticipated award of the follow-on contract. Market research has beenperformed and the procurement process for the follow-on contract has commenced underNNA09274979r-NCV. The follow-on contract has been solicited on a competitive smallbusiness set-aside basis.It is the intent of the Government to award this action on a sole source basis. Award toanother source at the same time the recompete is in process would result in substantialduplication of costs and unacceptable delays in fulfilling the Governments requirements.This notice of intent is not a request for competitive proposals. A determination by theGovernment not to compete this proposed contract based upon responses to this notice issolely within the discretion of the Government. Notwithstanding this stated intent, interested parties may submit their capabilities andqualifications to perform the effort IN WRITING to the identified point of contact notlater than 4:30 p.m. local time on January 5, 2010. Such communication ofcapabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. Oral communicationsare not acceptable in response to this notice.The Government does not intend to acquire a commercial item using FAR Part 12.Responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
