- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/homepage.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. This requirement is for a 100% Small Business Set-Aside, 5-year Indefinite-Delivery Indefinite-Quantity (IDIQ) Firm-Fixed-Price (FFP) contract to support the Performance Based Logistics Organic (PBL-O) for Naval Inventory Control Point (NAVICP) Mechanicsburg. Delivery required is F.O.B. Destination. The Government intends to award to the responsible contractor whose offer is the best value to the Government considering past performance (most important) and price related factors. This notice is a synopsis and does not constitute a Request for Proposal (RFP), and it is not a commitment by the U.S. Navy to procure any supplies. The solicitation will be available on or about 04 DEC 2009 at the following address: http://www.crane.navy.mil/acquisition/homepage.htm. All changes to the requirement that occur prior to the closing date will be posted to Crane web site, FBO and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FBO and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. No hard copies of the solicitation will be mailed. Submitting a bid from the NECO website by clicking on "Submit Bid" does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of the offeror to download the RFP and applicable drawings to submit offers to the POC at NSWC Crane. Potential offerors must be registered with the Joint Certification Program (JCP) in order to view the drawings - http://www.dlis.dla.mil/JCP/Default.aspx. Once registered with JCP, controlled drawings can be viewed at https://www.fbo.gov.
