Description
The purpose of this Request for Information (RFI) is to conduct market research which will be used to formulate an acquisition strategy to provide video equipment and support services for the US Marine Corps' and US Navy's Video Teletraining (VTT) Networks. The Regional Contracting Office, National Capital Region (RCO-NCR) is requesting responses from qualified business concerns with a well established history for supporting large VTT networks. The qualifying code for this effort is NAICS 611430. The requirement is to provide management of equipment and services, system engineering, conference scheduling, promotions, training, and maintenance for the continuous operation of the Marine Corps - Navy Video Teletraining (VTT) program. The VTT program, a multipoint network, provides formal Navy and Marine Corps training courses to multiple, simultaneous classrooms, for both CONUS and O'CONUS sites. The Marine Corps' has remote sites in Arlington, VA, Quantico, VA,Cherry Point, NC, Camp Lejeune, NC, Pensacola, FL, Ft Worth, TX, Yuma, AZ, Miramar, CA, 29 Palms, CA, Bridgeport, CA, San Diego, CA, K-Bay, HI, Okinawa, Japan and Iwakuni, Japan. The Marine Corps Government Furnished Equipment sites are located at Quantico, Pensacola, and Camp Lejeune. The Navy/Marine Corps video bridges are located at Damneck, VA, San Diego, CA, and Okinawa, Japan. The Navy's remote classroom sites are located at Damneck, VA, Norfolk, VA, Kings Bay, GA. Mayport, FL, Great Lakes, IL, San Diego,CA, Bangor, WA, Whidbey, WA, Bremerton, WA, Pearl Harbor, HI, Groton, CT, Guam, and Yokosuka, Japan. Responses to this RFI shall not exceed ten (10) pages, including cover letter and contact information. Subject response must contain: (1) Capability statement sufficient to demonstrate performance acumen directly related to the contractor's ability to provide equipment, maintenance, scheduling, and support services for a large VTT Network within CONUS and O'CONUS. (2) Notations of time to complete previous, similar size efforts and a description of any quality processes applied; (3) Link to the respondent's GSA Schedule, or attached file of same; (4) Citation of any current, or past customers (i.e., within the past 2 years) to include contract number, point of contact telephone number or e-mail address; and (5) other material relevant to establishing core competencies of the firm. Response is due by 2:00 PM EST on 10 December 2009. Please submit e-mail responses to Carol Neely at e-mail address carol.neely@usmc.mil. NOTE: Issuance of this notice does not constitute any obligation on the part of the Government to procure these services or to issue a solicitation. No solicitation documents exists at this time; however, in the event the acquisition strategy demonstrates that GSA is a viable option for procuring a solution, only those firms responding to this RFI and considered most capable shall be issued the resulting RFQ. The Government will not pay for information submitted in response to this RFI and responses to this notice cannot be accepted as offers. Any information the Contractor considers proprietary should be clearly marked as such.
