Description
The Naval Facilities Engineering Command Sealift Support Program Office (SSPO) has a requirement for the overhaul, repair, and fabrication of Side Connectors (connectors) for the Improved Navy Lighterage System (INLS). The INLS systems that use the connectors include the Roll-On-Roll-Off Discharge Facility and the Floating Causeway system. Overhaul shall include the systematic dismantling, testing, and remedial action (repair/ replace component) of each connector per Government provided tech manuals and drawings. This will be a competitive, negotiated acquisition and will be set aside for small businesses. The small business size standard for this set-aside is 1,000 employees. The connector is a two-trapezoidal box structure which houses eight retractable bullets. The connectors are roughly 8'high x 4'wide and weigh approximately 4300 lbs. The connectors enable the side-by-side rigid connection of two Combination Modules (CMs) by mating with female pockets built into the sides of each CM. They are designed to operate in sea state 2 and survive in sea state 4. This contract will also cover the overhaul, repair, and fabrication of the Remote Hydraulic Carts (carts) and the 20' x 8' x 8' ISO shipping containers. The containers are used to ship the connectors securely. The carts affix to the connectors in order to provide the hydraulic power (3000 psi) for the retractable bullets and electrically monitor (24dc) the connector. For the purposes of this contract, the contractor must be able to provide 24dc power and a hydraulic power unit capable of 5000 psi. The contractor shall receive, store, and overhaul the connectors at their facility. Completed units shall be in like-new condition. The contract will also include indefinite quantity line items for modifications and upgrades to the connectors, as well as, fabrication of replacement connectors and subassemblies. The contractor shall also procure and store parts for the connectors, carts, and containers. These parts will be used for the overhaul effort or kept as a rotatable pool of spare parts. This is a new procurement; it does not replace an existing contract. Offerors will be able to view/ download the solicitation at https://www.neco.navy.mil/ when it is posted.
