- RECOVERY ACTION: This action is funded by Recovery Act dollars and is awarded under Contract No. HHSN261200800001E with SAIC-Frederick, Inc., the Operations and Technical Support contract for NCI-Frederick. The Contractor's DUNS number is 159990456. The purpose of this action is to redirect funding from The Cancer Genome Atlas (TCGA) to the following projects: The cancer Biomedical Informatics Grid (caBIG) Cancer Knowledge Cloud is an internet platform that connects, integrates, and facilitates sharing of diverse data generated through NCI-supported research. Developmental and technical support for the National Cancer Institute (NCI) Clinical Trials Reporting Program (CTRP) database an information resource on NCI-funded interventional clinical trials. Diverse Chemical Libraries for Drug Discovery - This program will support the creation of diverse chemical libraries that will be used to screen for new targets leading to novel drug development. Comprehensive IT Program for Facilitating Drug Discovery and Development - This program will accelerate integration of new database software for data acquisition, storage, and evaluation which will greatly facilitative the discovery and development of new drugs. Justification for Non-Fixed Price Type of Award: This award is priced as an "Other than Fixed Price" action. Work assigned to SAIC-Frederick, Inc. is pursuant to the terms and conditions of Contract No. HHSN261200800001E, a cost-plus-award-fee prime contract for operations and technical support to the NCI-Frederick. The use of a separate fixed price award to SAIC-Frederick, Inc. is not appropriate because this is Research and Development work issued under an existing cost reimbursement contract. Justification for Noncompetitive Award: This ARRA funded award is being made as a within scope modification to an existing contract awarded noncompetitively to SAIC-Frederick, Inc. pursuant to a Justification for Other Than Full and Open Competitive signed by the DHHS Deputy Assistant Secretary for Acquisition Management and Policy on January 17, 2007.
