- Questions and Answers Policy and Procedures for Security Checks Amendment A01 to MCC-10-0024-RFP Summary: The Millennium Challenge Corporation (MCC) is issuing this combined announcement and Solicitation for furnishing Architect/Engineer (AE) services in support of Compact Development and Implementation. This is a Request for Proposal using FAR part 36.6 (Brooks Act) procedures. Firms will be selected for negotiation based on demonstrated competence and qualification for the required work. MCC intends to award multiple Indefinite Delivery/Indefinite Quantity (IDIQ) contracts to firms furnishing successful proposals in response to this announcement/solicitation. This announcement follows the Request For Information/Draft Solicitation, MCC-09-0079-RFI-42, issued June 26, 2009. Attachment A is the Request for Proposal MCC-10-0024-RFP. Dates: Hard copy technical proposals must be delivered, and electronic technical proposals submitted, by 3:00 PM, EST, December 4, 2009. Hutchinson, Contracts and Grants Management Division, Millennium Challenge Corporation, 2nd floor, 875 Fifteenth Street, NW, Washington, DC 2005. Oral submissions will not be accepted. Background: The Millennium Challenge Corporation (MCC) is a Federal Corporation created under Title VI of the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 2004. The MCC implements an innovative foreign assistance program designed to "reduce poverty through sustainable economic growth" in some of the poorest countries in the world. As part of this foreign assistance program, MCC utilizes the services of AE firms to review, develop and supervise various infrastructure projects. Purpose and Objectives: The purpose of this announcement/RFP is to solicit technical proposals, in compliance with the requirements of Attachment A, from firms, Joint Ventures (JV) and Prime/subcontractor teams interested in providing AE services to MCC. Due to the wide variety of services sought, firms are encouraged to form JV's or teams, of US and international firms, to enhance their capabilities. All qualified firms are encouraged to submit a proposal. This solicitation is open to small and large businesses. The interested Vendors feature is open to assist firms seeking teaming arrangements. All existing MCC AE IDIQ contract holders are required to submit proposals if your organization desires to continue to compete for new task orders. Project Requirements: The vast majority of countries eligible for MCC funding have requested assistance in addressing local infrastructure needs. As such, MCC requires architect-engineering (AE) support for a range of engineering services and other consulting services in connection with the development, assessment, monitoring, and evaluation of infrastructure projects in countries that have signed Compacts or are in the process of developing proposals and Compacts. MCC requires these AE services in (i) Compact Development; and (ii) Implementation Oversight. A more complete description of services sought is in the Solicitation (Attachment A). The work shall be performed both within the United States and in developing countries that are eligible to receive MCC assistance. MCC plans to award multiple Indefinite Delivery/Indefinite Quantity (IDIQ) type contracts. Actual task orders will be competed among these contract holders with work priced on either a time-and-materials or firm-fixed price basis. Anticipated Period of Performance: The contracts are anticipated to be awarded for a five year duration, commencing on or about June, 2010. Questions: Prospective offerors may submit questions in response to this Combined Synopsis/Solicitation in writing no later than November 17, 2009 by 3:00 p.m. EST.
