- THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS The Department of Veterans' Affairs, James A. Haley Veterans Hospital (JAHVH), 13000 Bruce B. Downs Blvd., Tampa FL 33612, intends to solicit and negotiate a sole source contract with the University of South Florida, Louis de la Parte Florida Mental Health Institute for the development of a national program review to assess high/low performances for the HUD-VASH Programs; develop policy analysis and assess the VA Justice Program for Homeless Veterans. The proposed contract award for services to only one source is authorized in accordance with FAR 6.302-1. All interested persons may respond to Candace Renn via e-mail at Candace.Renn@va.gov with their technical capability. All information received by December 3, 2009 by 11am EST will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. NAICS 611310 with a size standard of $7M. No solicitation document is available.
