- Description
- The Naval Air Systems Command (NAVAIR) intends to award a sole source contract modification to Northrup Grumman Systems Corporation (NGSC) to provide all logistics support for E-2D aircraft at the Norfolk Naval Station and required detachment sites. The contractor shall maintain, in a ready for flight status, sufficient ready for training E-2D aircraft for CAT I-IV Pilot/Naval Flight Officer (NFO) training production at Naval Station Norfolk Chambers Field and required detachment sites. The contractor shall provide on-the-job training to Navy maintenance personnel to familiarize them with unique E-2D maintenance requirements. The contractor shall acquire and maintain the necessary security qualifications that are required to access, operate, assist in training, and maintain E-2D systems. These requirements shall be met through logistics support provided by the contractor to perform organizational level maintenance and depot level maintenance on E-2D aircraft if required. This award is based on Title 10 U.S.C. 2304(c)(1), whereby the supplies or services required are available from only one source, and no other type of supplies or services will satisfy agency requirements. NGSC is the sole designer, developer, and integrator of the E-2D aircraft and is uniquely qualified to provide the complete range of program support required by the Fleet. NGSC is the only known firm that possesses the technical data necessary to fulfill the Government's requirements.
