- A MARKET SURVEY is being conducted to determine if there are adequate Small Business, HUBZone, 8(a), or Service Disabled Veteran Owned Business contractors for the following proposed project: Design and Construct replacement of existing deteriorated 10 MVA substation with a new 20 MVA substation capable of handling current and future loads. In addition, project will replace portions of the medium voltage distribution system. Contract duration is 490 days and estimated cost range is between $5,000,000 and $10,000,000. NAICS is 236220. All interested HUBZone, 8(a), or Service Disabled Veteran Owned Business contractors should notify this office in writing by mail on or before December 8, 2009, 2:00 pm, Eastern Time. Responses should include: (1) Identification and verification of the company to be certified by the Small Business Administration as a HUBZone, 8(a), or Service Disabled Veteran Owned Business, (2) The level of performance and payment bonding capacity that the company could attain for the proposed project, (3) Past Experience - Provide descriptions your firms past experience on projects with greater than 90% construction complete or those projects completed within the last 5 years which are similar to this project in size, scope, and dollar value. Projects considered similar in scope to this project include: design and construction of medium voltage or larger substations and electrical overhead distribution networks. Projects similar in size will include: construction of 20 MVA medium voltage or larger substations and 15KV medium voltage or larger overhead electrical distribution networks. With each project experience provided, include the date when the project was completed or will be complete, location of the project, contract amount and size of the project, the portion and percentage of work that was self performed, whether the project was design/build or not, and a description of how the experience relates to the proposed project.
