- PRE-SOLICITATION NOTICE for ARRA Project Repair Structural Deficiencies in Building at theVA New Jersey Healthcare System Lyons Campus, 151 Knollcroft Road, Lyons, New Jersey. Contractor shall provide all labor, materials, equipment and supervision as necessary to complete Project # 561A4-07-205 as outlined in the contract specifications and shown on the contract drawings. The Contractor shall reconstruct Bldg. 49 (Grounds Unit Bldg.). The project consists of, but is not limited to, electrical, mechanical, roofing and plumbing to restore and enlarge the existing structure through installation of new concrete block walls, foundation work, replacement of the roof with new supports and roofing materials, installation of bathroom facilities, installation of several garage roll up doors and the provision of heating. This construction project is set aside for Service Disabled Veteran Owned Small Business (SDVOSBs). All prospective contractors must be registered on the VetBiz website, www.vetbiz.gov to be considered for award. There will be a pre-bid conference/site visit held for this project and all prospective bidders are encouraged to attend. Details of the pre-bid conference will be included in the solicitation document. The solicitation will be issued on/about December 8, 2009 with the bid opening on/about January 7, 2010. In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006 competition is restricted to SDVOSB construction firms. This project magnitude range is between $250,000 and $500,000. The North American Industry Classification Code (NAICS) for this project is 236210, with a size standard of $33.5 million. Time for completion is 180 calendar days after receipt of the Notice to Proceed (NTP). In accordance with FAR 52.204-7, Required Central Contractor Registration and in accordance with FAR 2.101, VAAR 802.101, VetBiz Registration, prospective firms must be registered in Central Contract Registration (CCR) and in the VetBiz databases prior to award.
