Rotary Wing Standardization Advisor - Colombia ISSUANCE DATE: 11/24/2009 CLOSING DATE: 12/24/2009 SOLICITATION NUMBER: PSC-10-011 (INL) Gentlemen/Ladies: SUBJECT: Solicitation for Personal Services Contractor (PSC), Department of State, Bureau for International Narcotics and Law Enforcement Affairs. The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612’s) from U.S. citizens interested in providing the PSC services described in the attached. POSITION TITLE: Rotary Wing Standardization Advisor 5. MARKET VALUE: FS-2 to FS-2 6. PERIOD OF PERFORMANCE: One year from award date 7. PLACE OF PERFORMANCE: Bogota, Colombia 8. JOB DESCRIPTION: See below General Statement of the Purpose of this Contract and Responsibilities of the Contractor Background: This position is located in the U.S. Embassy/Narcotics Affairs Section (NAS), Bogotá, Colombia. The proposed position would provide implementation, direction, and execution oversight in support of rotary wing operations and training, and effect high-level interagency coordination among the Department of State, Bureau of International Narcotics and Law Enforcement Affairs, Colombian counter-narcotics military forces, institutional contractors, and other U.S. and Colombian participating agencies. Place of performance for this position will be at the NAS Aviation Unit, Bogota, Colombia. Purpose: The primary purpose of the position is to assist the Senior Aviation Advisor in the overall management of the NAU rotary wind standardization program. Carrying out of assignments may involve extensive analysis and investigation in order to detect and resolve problems that could adversely impact the effectiveness of future international narcotics control programs. The professional services contractor in this position will serve as the Rotary Wing Standardization Pilot for the Office of Aviation; to provide academic and flight instruction in single or multi-engine helicopters; to oversee contractor and host nation rotary wing academic and flight training; and to administer the Department of State Rotary Wing Standardization Program. The Contractor employee is required to develop, coordinate, and implement the flight standardization program for U.S. Government, contractor, and host nation rotary wing pilots. The proposed position reviews, develops, implements and/or contributes to a wide variety of plans, policies and procedures for organizing, training, and deploying rotary wing assets within several locations throughout Colombia. Supervisory Controls: The incumbent reports to and is directly supervised by the NAU Senior Aviation Unit in all matters pertaining to program design, implementation, and management. Statement of Work: A) Develop, coordinate, organize, implement, and oversee a comprehensive Rotary Wing Flight Standardization program for the Office of Aviation, and includes providing academic and flight instruction to USG and Host Nation personnel assigned to perform rotary wing pilot duties in Colombia. Training includes the full range of theory, formal classroom instruction, and actual flight practice. Apply the “Fundamentals of Instruction” as listed in the FAA Flight Instructor’s Handbook during flight training. Demonstrate the standard method of accomplishing flight tasks in accordance with the appropriate Rotary Wing Aircrew Training Manual (ATM). B) Provide instruction to and evaluation of US Contractor and Host Nation Standardization Instructor Pilots Standardization Instructor Pilots on the DoS INL Office of Aviation Flight Standardization Program. Training includes instruction in DoS flight operating rules, use of the Guide to Aviation Training and Standardization, use of the Aircrew Training Manual (ATM), and standardization program management. C) Review and recommend establishment of formal courses of instruction, training aids, training programs, training standards, training directives, and related material to support the INL/A and NAU Rotary Wing Standardization Program. Through the US contractor and Host Nation Rotary Wing Standardization Instructor Pilots, establish training programs to ensure maximum utilization of training facilities, adherence to training standards, and avoidance of duplication of training effort. D) Collect, review, and disseminate data on rotary wing tactics, techniques, and employment in support of the counter-narcotics mission of NAS-Bogota and INL. Maintain constant liaison with U.S. DoD, DoS, NAS, other U.S. Government agencies, and the U.S. Federal Aviation Administration to keep abreast of current policies, procedures, and rules that pertain to NAU Rotary Wing Standardization Program. E) Perform contract oversight of contractor rotary wing flight training and standardization. Ensure that contractor pilots, flight instructors, and standardization instructor pilots conform to the standards of the Office of Aviation Rotary Wing Standardization Program. Prepare periodic contractor performance reports for the Contracting Officer’s Representative. F) Perform flight duties as a Helicopter Pilot-in-Command, Flight Instructor, Instrument Evaluator/Examiner, and Standardization Instructor Pilot. Flight duties include day, night unaided, with Night Vision Goggles (NVG) operations in both visual meteorological conditions (VMC) and instrument meteorological conditions (IMC). Actual tasks may include the following techniques: nap-of-the-earth (NOE) flight (flying as close to the earth’s surface as vegetation and obstacles permit), contour flight (flying 50 to 100 feet above ground level {AGL} at airspeeds up to 120 knots indicated airspeed {KIAS}), and low-level flight (flying between 100 and 500 feet AGL at airspeeds up to 120 KIAS), External load operations utilizing the helicopter mounted cargo hook, rescue hoist operations utilizing the High Speed Rescue Hoist, and emergency procedures training tasks for initial entry rotary wing (IERW) student qualification. Required Qualifications A) U.S. citizen, subject to Department of State Secret level security clearance; B) Have experience in the employment of UH-1 and UH-60 rotary-wing aircraft in support of counter-narcotics operations, including capabilities, limitations and techniques of employment; must possess extensive operational experience in planning and conducting aviation and ground operations in battalion- and brigade-sized military organizations involved in the training and standardization of aircrews; must have knowledge in the tactical employment of rotary-wing aircraft in high threat environments; C) Experience in organizing and executing a formalized Aviation Aircrew Training and Standardization Program, to include operating directives, training and standardization publications, aircrew training manuals, and related documents. The candidate must have extensive experience as a flight instructor and/or standardization instructor pilot in the training and standardization of rotary wing pilots within a formal Aircrew Training Program. D) Possess knowledge of U.S. Federal Aviation Administration (FAA) regulations, including but not limited to, US Federal Aviation Regulation (FAR) Parts 1, 61, 67, 91, 135, 137, 141, 143, and 830. E) Be physically qualified to live in Colombia and to engage in frequent in-country travel to remote locations. F) Knowledge and skill in the operation of desktop computer systems. Required Skills/Abilities: A) U.S. military rotary-wing instructor pilot or FAA certified flight instructor, with military or civilian standardization pilot qualifications. Possess a current FAA commercial pilot certificate for rotorcraft, with helicopter instrument rating as a minimum. FAA CFI/CFII and designated pilot examiner helicopter ratings are desirable B) Ability to demonstrate aeronautical knowledge and skill via oral/written/flight performance evaluations/examinations. C) Ability to perform staff actions as required supporting Aviation Operations, revising standing operating procedures, manuals, training programs, and providing appropriate recommendations to the Director of Operations. Perform other staff actions as required. D) Ability to deal with U.S. and Colombian counterparts in a program that is of extreme importance to the governments of both nations. E) A minimum Spanish language proficiency at the Foreign Service Institute Level R/2, S/2 or the Defense Language Proficiency Test (DLPT) level 2/2 is required. A level R/3, S/3 in Spanish is preferable. Complexity: A) The Contractor employee performs Rotary Wing flight standardization oversight of U.S. Government, contractor and host nation helicopter pilots operating throughout multiple forward operating locations in Colombia. B) The candidate develops the required Multi-national/Multi-cultural Rotary Wing Pilot Training programs for the Office of Aviation. This includes coordinating recommendations from standardization committees, consulting with the Director of Operations regarding ongoing projects, providing guidance to the host nation and contractor instructor pilots and standardization instructor pilots, and overseeing implementation of the rotary wing standardization program. C) The Contractor employee performs continuous analysis of ongoing programs to determine the requirement for new procedures/policies that will improve the efficiency, effectiveness and flight safety of aviation operations in support of the counter-narcotics mission. D) The candidate will be responsible for establishing timelines, milestones, and the desired end state for nationalization of NAU rotary wing assets based on input from the NAU Eradication Program Manager, NAU Senior Aviation Advisor, the NAS Director, and the Office of Aviation. This process will involve the overall management and oversight of the transfer of aircraft and related equipment to the Government of Colombia for the seamless continuation of support to the aerial eradication effort. The Nationalization Advisor will provide periodic reports to the SAA and NAU Eradication Program Manager reflecting host nation progress toward the DOS nationalization goal. Personal Contacts: Contacts include senior officials throughout INL/A, the contractor, other U.S. Government federal agencies, the U.S. Department of Defense, Colombian Ministry of National Defense, the Colombian Military, and Colombian National Police. Purpose of Contacts: The incumbent serves as the NAS liaison with the Colombian Military and Police regarding rotary wing standardization matters and, as such, must often employ persuasion, diplomacy, and cooperation to achieve USG goals. Assignments may include active participation in management-level conferences, meetings, and surveys conserving INL/A policies, procedures, and future requirements. The incumbent must be able to effectively interface with senior management and staff personnel from different cultural and technical backgrounds. Physical Demands: The work is both physical and sedentary in nature and involves activity at both the main and field locations, and may require some physical exertion and dexterity. Work Environment: The works is primarily conducted in an office or aircraft hangar with frequent travel to field sites for meetings, conferences, activity reviews, and field inspections. Some field sites have been declared hazardous-duty locations by the Department of State due to hostile activities of narcotics traffickers and illegal armed groups and therefore pose a risk to the incumbent while at these sites. Position Elements: A) Supervisory Controls: The incumbent reports to the NAU Senior Aviation Advisor. The Contract Administrator shall be the INL/RM Contracting Officer. The individual exercises wide latitude for independent action, initiating projects and executing approved new programs under general supervision of the Senior Aviation Advisor or Deputy. Completed work will be reviewed for timeliness and effectiveness. B) Exercise of Judgment: Exercises sound judgment in the management of personnel and resources of the INL/A aviation program. Possesses or acquires detailed understanding of operating controls and of the information management systems used in NAS aviation and ground operations. C) Authority to make commitments: As authorized in writing by NAS. D) Nature, Level, and Purpose of Contacts: The incumbent serves as the NAU liaison with the Colombian Military regarding rotary wing standardization matters and as such, must often employ persuasion, diplomacy, and cooperation to achieve USG goals. Evaluation Criteria: Factor 1. (Contract Oversight / 30%). Offeror’s ability to: A) Develop, coordinate, organize, implement and oversee a comprehensive Rotary Wing Flight standardization program for the Office of Aviation. B) Perform contract oversight of contractor rotary wing flight training and standardization. C) Ensure that contractor pilots, flight instructors and standardization instructor pilots conform to the standards of the Office of Aviation Rotary Wing Standardization Program. D) Prepare periodic contractor performance reports for the Contracting Officer’s Representative. Factor 2. (Provide Instruction/Standardization / 30%). Offeror’s ability to: A) Provide academic and flight instruction to US contractor and host nation personnel assigned to perform rotary wing pilot duties in Colombia. B) Ability to apply the Fundamentals of Instruction to teaching the full range of theory, formal classroom instruction and actual flight practice to novice and experienced pilots. C) Provide instruction to and evaluate USG Flight Instructors/Standardization Instructor Pilots, Contractor Standardization Instructor Pilots and Host Nation Standardization Instructor Pilots on the INL/A Flight Standardization Program. D) Perform flight duties, as a helicopter Pilot-in-Command, Flight Instructor, Instrument Evaluator/Examiner, and Standardization Instructor Pilot, during day, night unaided, and night vision goggle conditions and in both visual (VMC) and instrument meteorological conditions (IMC). E) Perform flight tasks including Nap-of-the-Earth (NOE), Contour, and Low Level flight during day, night unaided and night vision goggle conditions. F) Perform external load operations and hoist operations using the high-speed rescue hoist. G) Perform emergency procedures training for initial entry rotary wing (IERW) student qualification. Factor 3. (Training Development / 25%). Offeror’s ability to: A) Review and recommend establishment of formal courses of instruction, training aids, training programs, training standards, training directives and related material to support the Rotary Wing. B) Collect, review and disseminate data on rotary wing tactics, techniques and employment in support of the counter-narcotics mission of the Office of Aviation. C) Maintain constant liaison with U.S. Department of Defense, Department of State, Narcotics Affairs Section (NAS), other U.S. Government Agencies, and the FAA to keep abreast of current policies, procedures and rules that pertain to the Office of Aviation rotary wing standardization program. Factor 4. (Experience/Past Performance / 15%). Offeror’s previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references). B.COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant’s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. C.
