- The U.S. Fish and Wildlife Service, Region 7 (Alaska) intends to award a sole source contract in accordance with the Federal Acquisition Regulation (FAR) Part 5, Section 5.203 and is supplemented with additional information contained within to Production, airing and radio/television of public service announcements for US Fish and Wildlife Service to promote nominations/applications for the subsistence Regional Advisory Councils Negotiations are estimated to occur approximately 3 days following the posting of this notice, with the estimated contract award approximately Dec 3, 2009. The Government is contemplating award of a firm fixed price contract with four option years. This announcement is for information purposes only. No solicitation is available. This is NOT a request for competitive proposals. Information received in response to this notice will be used solely for the purpose of determining whether or not to compete this requirement. A determination by the Government to not compete this requirement, based upon responses to this notice and currently available information about the intended recipient, is solely within the discretion of the Government. United States Department of the InteriorJustification of Other than Full and Open Competition Under $25,000 1) Briefly a description of the supplies or services required to meet the agency's needs and include the estimated value. Production, airing and radio/television service announcement for Office of Subsistence Management - $8,220.00 value. 2) Statutory Authority permitting other than full and open competiotion. Identify the statutory authority permitting with the FAR citation and FAR citation Title. FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. 3) Why are the proposed contractor's unique qualifications for the anture of the acquisition requiring the use of the authority cited in item (2). Alaska Public Radio Network Inc is Alaska only business capable of offering public radio service. 4) What effort was made to ensure that offers were solicited from as amany potential sources as is practical.Alaska Public Radio Network Inc is the only statewide public radio/television network in the state of Alaska. 5) A description of the market survey conducted and the results. Through personal knowledge, and internet search Alaska Public Radio Network Inc is the only service that can be seen and heard throughout rural Alaska. This notice of intent is not a request for competitive proposals and the Government does not intend to accept proposals received. Award will be made 3 days after publication of this notice.
