Description
This is a combined synopsis/solicitation for commercial services in accordance with the formal in FAR Subpart 12.6 as supplemented with additional information included in this notice. Proposals shall be valid for a minimum of 60 days. This announcement constitutes the solicitation. The desired start date for this order is January 28th, 2010. This requirement is set-aside for small business with a NAICS code of 811310 with dollars $7M. The request for quote (RFQ) reference number is H94003-10-Q-5886. The place of performance is Defense Microelectronics Activity (DMEA), 4234 54 th Street, McClellan, CA 95652. The objective of this requirement is to purchase preventative, remedial, and emergency maintenance and repair services for an emergency generator system. The Defense Microelectronics Activity (DMEA) operates a 75,000 square foot, stand-alone facility in McClellan, California (Sacramento County). The Contractor shall provide all equipment, tools, materials, supervision, and all other items and services necessary to perform preventive and remedial (emergency & non-emergency) maintenance on the DMEA Emergency Generator and associated individual components and controls. The contractor shall perform work on the DMEA Emergency Generator as defined in this SOW, and over-and-above work related to the DMEA Emergency Generator as directed by the Contracting Officer's Representative (COR) or Contracting Officer. The contractor shall maintain the proper operation of the DMEA natural gas powered Caterpillar Generator and associated individual components and controls (e.g. transfer switch, auto start, battery chargers, etc.) by accomplishing preventative maintenance (PM) and remedial maintenance in accordance with the equipment manufacturers' specifications. The contractor shall strive to keep DMEA Emergency Generator system ready to operate properly within 1-minute of a power failure. The contractor shall provide same day 24/7 emergency maintenance when directed by the DMEA Contracting Officer Representative (COR) if the generator is found not to be ready to operate via DMEA periodic testing. If however a power outage occurs and the generator does not start, the contractor shall immediately respond as the DMEA UPS batteries only last for approximately 45 minutes without generator back-up. Preventative Maintenance (PM ) : The contractor shall replace consumable items (e.g. filters, belts) and perform PM actions (such as changing the oil and doing adjustments) based on the attached Technical Exhibit 1. Remedial/Emergency Maintenance: The contractor shall perform remedial maintenance activities based upon issuance of a work order or credit card authorization from the COR or Contracting Officer. Remedial maintenance includes replacement of batteries, hoses spark plugs and similar non frequent repair actions. Over-and-Above Work: The contractor shall perform over-and-above activities based upon issuance of a work order from the Contracting Officer or credit card authorization. Over-and-above work could include modifications or additions beyond normal maintenance activities. These requirements can be generated by the DMEA Facility Engineer or by the contractor to improve system operation and reliability. For contractor suggested modifications, the written quote shall include an explanation of why the enhancement is recommended. A copy of Technical Exhibit 1 is available from the Contract Specialist identified below. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisitions Circular 2005-37. The following FAR clauses apply: 52.212-1, Instructions to Offerors - Commercial; 52.212-3, Offeror Representations and Certifications - Commercial Items; 52.212-4 Contract Terms and Conditions - Commercial Items and 52.212-5, Contract Terms and Conditions required to Implement Statutes or Executive Orders-Commercial Items. DFARS clause 252.212.7001, Contract Terms and Conditions required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of commercial Items. DPAS Rating is S10.
