- Section 7 Attachments - Hope Area Unit 11, 12 Section J Attachments - Hope Area Unit 8, 9, 10 Section 7 Attachments - Hope Area Unit 4, 6 Section 7 Attachments - Powerline Potential Fuel Treatments Solicitation (Complete except for Section 7 Attachments which will be uploaded separately to this fbo site) THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA) PROCUREMENT RECOVERY- HOPE POWERLINE UNITS The U.S. Forest Service, EROC-NW, servicing Region 10 has a requirement to have the contractor furnish all labor, equipment, fuel, oil, transportation and supplies to perform manual fuel reduction on the Seward Ranger District of the Chugach National Forest. Manual fuel reduction will take place in the Hope project area. The work consists of tree felling, piling debris and covering piles constructed from slash and down trees for 360 acres. **THIS IS A COMBINED SOLICITATION/SYNOPSIS--PROPOSALS ARE BEING REQUESTED** Project Location and Description Project maps showing work sites and work data, will be provided by the Contracting Officer’s Representative (COR) at the post award conference Location - The location of the worksites are shown within the Hope Area Unit maps included within this solicitation. Description - The Project Maps show some of the physical and topographical features of the units, as well as delineating areas within the units which require special work. The information contained in these Maps is intended to be complementary to the Specifications; however, any conflict between documents shall be resolved as determined by the order of precedence. **NOTES** --Additional work details are outlined in the attached solicitation. --There will not be a Pre-bid meeting offered by the Government for site inspection. Please refer to the attached unit maps in the solicitation for a general outline of the site. The Government intends to award a contract resulting from this solicitation to the responsible Contractor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following evaluation factors shall be used to evaluate quotes: Availability, Past Performance and Price. All non-price evaluation factors, when combined are approximately equal in important to price. This acquisition is a 100% Small Business set-aside. The North American Classification System Code (NAICS) is 115310. The size standard is $17.5 million. Contractors are required to be registered with the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA). The solicitation with specifications and Service Contract Act wage rates will be posted to the FedBizOps website www.fbo.gov. No hard copies of the solicitation and applicable amendments will be mailed or issued. To receive the solicitation and any applicable amendments, offerors must download them from www.fbo.gov.
