Description
This Request for Information (RFI) is being posted, on GSA eBuy and via FedBizOpps, under the Franchise Authority of the Department of the Interior, National Business Center, Acquisition Services Directorate (AQD) for the Financial and Business Management System, Project Management Office (FBMS-PMO). This is being issued subject to the availability of funds. This RFI is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government. The purpose of this RFI is to identify potential sources that are interested in and capable of performing the work described herein. The North American Industry Classification System Code (NAICS) for this requirement would be 511210, Software Publishers. The FBMS-PMO requires a SAP approved bolt-on application suite that will provide the FBMS PMO with the capability to copy the production client or a subset of that client to the development and/or test environments. In addition to procuring the software, the Government requests consulting services from the software provider to implement the software within FBMS PMO SAP landscape, training, and operational procedures for the use and maintenance of the tools. The following outlines the current FBMS environment: SAP ECC (Core Financials) v6.0SAP BI (EMIS-Reporting) v7.0SAP XI (Exchange Server) v7.1SAP Solution Manager v7.01 EHKP1SAP Enterprise Portal v7.0SAP BI (Public Sector Budget Formulation) v7.3PRISM (Contract Management System)Compliance Software (TBD) This requirement is for delivery, implementation, training, and operations hand-off of an integrated COTS toolset to help facilitate the SAP client creation process; the population of created SAP clients with appropriate configuration data and transactional data per the project scrubbing of sensitive transactional and master data. The contractor shall support scrubbing of data that is capable of maintaining referential integrity. The total performance period for this effort is estimated at one base year with four option years. The DOI FBMS PMO currently owns SAP ECC V6.0 for Federal Financials and is looking for tools or set of integrated tools to provide the following features: 1. Ability to create a shell SAP client in the source system;2. Ability to create a SAP client in the source system with master and configuration/customizing data only;3. Ability to create a SAP client in the source system with master, configuration, and a time slice of transactional data;4. Ability to create a SAP client in the source system with master, configuration, and time slice of transactional data for specific company code, sales order, purchase, customer number, etc.;5. Ability to scramble the data subsets that are moved from production in the source system via business rules and maintain consistency within the system;6. Selective data transfer from all SAP modules using a process based roadmap with simple navigation trees and templates;7. Extend and add business objects and custom tables without coding or consulting;8. Transfer multiple levels of related objects;9. Intelligent number range handling (automatically renumbers the synced object according to the target number range position, and updates all references);10. Ability to create a shell SAP client in the source system;11. Ability to create a SAP client in the source system with master and configuration data only;12. Ability to create a SAP client in the source system with master, configuration, and a time slice of transactional data;13. Ability to create a SAP client in the source system with master, configuration, and time slice of transactional data for specific company code, sales order, purchase, customer number, etc.;14. Create a non-production system using time-based reduction. The resulting nonproduction system contains master data and customizing plus application data starting from a defined cut-off date (from-date).15. Create a non-production system by combining time-based reduction and reduction by company code: The resulting non-production system contains the data for one or more company codes from a defined cut-off date (from-date) onwards.16. Extract data based on a business process library: You can select master data, business processes and business transactions whose data you want to copy from a predefined list. Security Requirements 1. Ability to scramble the data subsets that are moved from production in the source system via business rules and maintain consistency within the system;2. Selective data transfer from all SAP modules using a process based roadmap with simple navigation trees and templates;3. Extend and add business objects and custom tables without coding or consulting;4. Transfer multiple levels of related objects;5. Intelligent number range handling (automatically renumbers the synced object according to the target number range position, and updates all references);6. Transfers business scenarios or a group of objects that logically follow and depend on each other. Following is an example of the sales document flow: Sales OrderDeliverGoods IssueBilling Document 7. Provide multi-level authorizations and support for user roles allowing different levels of access for users in the organization and providing the capability for administrators to restrict the number of objects and the number of parallel processes you can use during a single copy;8. Provide the capability to scramble and convert logic (including user exits) for seamless manipulation and protection of source data in the development system; and9. For transactional data, leverages available standard SAP functionality to ensure data consistency.10. Ability to apply scrambling rules during the data transfer to ensure that sensitive data (like customers' personal data or confidential financial information) is made anonymous and is not accessible to users of the non-production system. Scrambling rules may be either field-related (referring to a single field) or event-related (referring to two or more fields which are related). For field-related rules, assignment at domain level or at field level is possible. The Government does not intend to make an award on the basis of responses nor otherwise pay for the preparation of any information submitted in response to this RFI. Acknowledgment of receipt of responses will not be made. Respondents may be notified of the Government's acquisition method via an amendment to this notice. Based on the review of the responses to this RFI, the Government reserves the right to conduct competition either via GSA Federal Supply Schedules or full and open. Interested organizations should submit a capability statement of approximately 5 pages that detail their firm's ability to perform all aspects of the effort described above. All proprietary information should be marked as such. Responses will be reviewed by Government personnel and will be held in a confidential manner.
