Description
The US Army Research, Development and Engineering (RDEC) Acquisition Center, Natick Contracting Division (NCD), Kansas Street, Natick, MA on behalf of the US Army Natick Soldier Research, Development and Engineering Center, Natick, MA is seeking sources to perform an experimental and analytical study of the mechanics of the Improved Outer Tactical Vest (IOTV) Quick Release System. Phase I of this project has been implemented by Boston Dynamics under contract,W911QY-09-P-0031, studying the basic modalities of the vest in various phases of Soldier use. Phase II aims to extend this work and specifically determine the forces at work in the Quick Release System. Responses to this sources sought will be used by the Government to make appropriate determinations about potential sources only. No solicitation is currently available at this time. After review of the responses to this sources sought announcement a synopsis and or solicitation announcement may be published at a later time. Responses to this notice shall include company name, address, point of contact, size of business pursuant to the North American Industrial Classification Code (NAICS) and must provide a capability statement addressing your organizations ability to perform as a prime contractor the work described in the draft PWS. Please provide sufficient detail to demonstrate the ability to comply with the requirements, yet must be limited to Two pages. All responses received will be evaluated; however, a determination to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. This is market research information only. This is not a request for proposal and in no way obligates the Government to award any contract. Please provide responses to this notice to: rob.huke@us.army.mil. Telephone responses will not be accepted. Please provide responses in writing no later than December 4, 2009. This synopsis expires December 6th, 2009 at 3:30 PM. DRAFT PWS: The Contractor shall provide information which will help equipment designers understand key parameters that affect the required deployment forces on quick release systems. a. General Requirements. The Contractor will provide measures of the forces acting upon body armor and load carriage equipment release systems in a variety of tactical applications. The Contractor must be able to simulate soldiers movement, under load, in a wide variety of Tactical situations, in typical combat and combat support roles. Such as, but not limited to, entering and exiting a variety of US military vehicles and aircraft, taking offensive and defensive maneuvers, firing a variety of standard US military weapons, and using radios, night vision devices, while conducting the full range of military dutes, such as mounted and dismounted patrolling, building clearing operations, crowd control and barrier operations. b.Specific Requirements: 1.Measure Cable Friction; The QRS threads through a series of materiel loops, therefore the forces required to deploy is a function of the length and route of the cable and loops, and the load and orientation of the IOTV. 2.Build cable friction models, integrate with IOTV, validate model with measurements. 3.Analyze pull force for changing equipment loads and orientations, IAW the tactical scenarios described above.
