Wireless Products & Services Draft Statement of Work Office of Acquisition / Government-wide Point of Entry Synopsis Date: November 24, 2009 Action: Announcement of Presolicitation Notice Program Title: TSA Wireless Products and Services Solicitation Number: HSTS03-010-R-CIO251 Program Office: TSA Office of Information Technology PSC Code: D399 - Other ADP and Telecommunications Services NAICS Code: 517911 - Telecommunications Resellers Contracting Office Address: Department of Homeland Security, Transportation Security Administration, Headquarters TSA, 601 S. 12th Street TSA-25, 10th FL, Arlington, VA 20598-6025 This is a Presolicitation Notice in accordance with Federal Acquisition Regulations System (FAR) 5.204 and is not a Request for Proposal/Request for Quotation (RFP/RFQ). The Transportation Security Administration (TSA) is finalizing its requirements for managed wireless products and services as described in the draft Statement of Work (SOW) that accompanies this announcement, and intends to solicit proposals from small businesses. To ensure that our requirements are accurately and clearly stated, reflect processes and procedures that are consistent with commercial best practices, and create an adequately competitive marketplace, we seek industry comments and questions on our draft Statement of Work. Please provide your review comments and questions to TSA by December 4, 2009 at Wireless-RFI@tsa.dhs.gov. TSA's Office of Information Technology (OIT) oversees the procurement, delivery, operation and maintenance of all information technology for the agency. Included among the broad responsibilities is a program that provides wireless communications services to staff in locations in the United States (including its territories, possessions, and protectorates) and throughout the world. OIT seeks a Small Business Contractor to implement and manage a comprehensive wireless program that includes the acquisition of equipment and equipment related services; the procurement, repackaging, and reselling of wireless services; and the attendant program management services. TSA's present contractor manages a program that currently fields 14,911 devices. The new contractor will be required to successfully transition the existing devices and their attendant services to their contract without a loss in service. The contractor shall implement and use best business practices and continuous improvement to provide TSA an effective and efficient program that includes, but is not limited to, cellular wireless account consolidation and rate plan optimization, requisitioning and provisioning support, invoice reconciliation and expense management, service and equipment asset accountability, and management reporting (see the Draft SOW) in a performance-based contract. The information being sought is for planning purposes only and shall not be construed as a solicitation or as an obligation for TSA to issue a solicitation. The Government will not pay for any information or administrative costs incurred in the preparation or submittal of responses to this notice. All costs associated with responding to this notice will be borne solely by the responding party. At the present time, there is no solicitation for these requirements. Should the Government issue a solicitation for these requirements, it will be posted, and made available to the public via the Government Point of Entry (GPE), https://www.fbo.gov. It is the responsibility of all interested parties to routinely monitor the GPE for additional information pertaining to this requirement. TSA will not keep a list of firms responding to this notice; accordingly, interested parties will not be placed on a source list, receive individual notices of updates to the GPE, or receive separate notification of the release of a solicitation. No telephone inquiries will be accepted.
