Description
Statement of Work: SOW-WR#10003 FY2010 Sprinkler Repair This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is 10ART1003 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-37. The associated North American Industrial Classification System (NAICS) code for this procurement is 238220 with a small business size standard of $14.00M. This requirement is full and open competition. FOB Destination shall be Artesia, NM 88210 The DHS Federal Law Enforcement Training Center requires the following items: The Federal Law Enforcement Training Center (FLETC) located at 1300 W. Richey Avenue, Artesia, New Mexico, intends to award a contract for repair of its onsite building fire response sprinkler systems. The facilities on center are required to meet specific codes annually and require maintenance in order to meet these criteria. The contract shall include all sections and work annotated in the attached Statement of Work titled SOW-WR#10003 FY2010 Sprinkler Repair. All work performed must be in accordance with NFPA 25, 13, 17A and must provide a report of each repair. The vendor will be required to provide personal identification requirements in order to obtain a security badge at the main gate before entering the Center. No Government furnished equipment will be provided and all work areas must remain clean and safe in accordance with the FLETC safety program. For this solicitation, DHS Federal Law Enforcement Training Center intends to conduct open competition utilizing the online resource FedBizOps located at www.fbo.gov. FedBizOps has developed an online, anonymous, browser based application to inform the public of current government buys. An Offeror may submit a series of pricing bids, questions and search updated postings by the government using this site. DHS Federal Law Enforcement Training Center is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time quotes. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid by the deadline set forth herein to be deemed responsible. No late quotes will be accepted. Offerors experiencing trouble or that require special considerations or assistance may contact the FedBizOps Helpdesk directly via the number and email provided at the website. It is unacceptable to place bad faith bids or to collude with the intent or effect of hampering the competitive process. Use of FedBizOps: Buyers and Sellers agree to conduct this transaction utilizing FedBizOps in compliance with the FedBizOps Terms of Use. Failure to comply with the below terms and conditions may result in offer being determined as non-responsive. New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. Bid MUST be good for 30 calendar days after close of Buy. Vendor must perform all services with this award at the Government facilities dictated in the order. All fees must be indicated at time of proposal. Offeror must be registered in the Central Contractor Registration (CCR) database before an award can be made to them. If the offeror is not registered in the CCR, it may do so through the CCR website at http://www.ccr.gov. Delivery must be made within 30 days or less after receipt of order (ARO). The offeror must provide within its offer the number of days - not to exceed 30 - required to make delivery after it receives a purchase order from the buyer. The selected Offeror must comply with the following Federal Acquisitions Regulations as well as terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.203-3, 52.203-6 Alt I, 52.204-9, 52.219-8, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-39, 52.222-50, 52,223-4,52.223-5, 52.225-1, 52.225-13, 52.232-33, 52.237-1, 52.237-2,5233-2 and 52.247-34. The full text of the referenced FAR clauses may be accessed electronically at http://www.acqnet.gov/far. In addition to these clauses, the following reference clauses apply to this procurement: HSAR 3052.209-70 Prohibition on Contracts with Corporate Expatriates (June 2006).
