- This is a combined synopsis/solicitation for commercial services in accordance with the formal in FAR Subpart 12.6 as supplemented with additional information included in this notice. Proposals shall be valid for a minimum of 60 days. This announcement constitutes the solicitation. The desired start date for this contract is January 28th, 2010. This requirement is set-aside for small businesses with a NAICS code of 238220 with dollars $14M. The request for proposal (RFP) reference number is H94003-10-R-1001. The place of performance is Defense Microelectronics Activity (DMEA), 4234 54 th Street, McClellan, CA 95652. This contract has a basic year with 4 option years. The objective of this requirement is to purchase preventative maintenance service for the air filters on all air handlers and water filter replacement on process chilled water skids. The Defense Microelectronics Activity (DMEA) operates a 75,000 square foot, stand-alone two-story facility in McClellan, California (Sacramento County). DMEA has air handlers that provide temperature controlled clean filtered air to all rooms which include offices, laboratories, and ARMS clean rooms. In addition, there are water filters on the ARMS 2 and 3 process chilled water skids. All of this equipment must have filter service performed on a regular schedule in order to ensure its proper operation. The contractor shall perform air filter replacement on all air handlers and water filter replacement on the process chilled water skids in accordance with (IAW) the frequency and filter sizes identified on the attached schedule at Technical Exhibit 1. The High Efficiency Particulate Air (HEPA) filters identified on Tech Exhibit 1 shall be "high capacity" rated for the flow rate of the specific air handler: ARMS 1 and 2 (Flexible Foundry Air Handler (FFAH 1 & 3) is 12,000 Cubic Feet per Minute (CFM) total, ARMS 3 (FFAH 4) is 8,000 CFM total. All HEPA's shall be at least 99.97% efficient and suitable for semiconductor clean room application. All used filters shall be removed from the premises and properly disposed of by the contractor. The contractor shall ensure that all technicians are currently qualified to safely operate scissor lifts in compliance with Office of Safety and Health Administration Vehicle-Mounted Elevating and Rotating Work Platforms, 29 CFR - 1910.67 before assigning them to work at DMEA. A copy of Technical Exhibit 1 is available from the Contract Specialist identified below. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisitions Circular 2005-37. The following FAR clauses apply: 52.212-1, Instructions to Offerors - Commercial; 52.212-3, Offeror Representations and Certifications - Commercial Items; 52.212-4 Contract Terms and Conditions - Commercial Items and 52.212-5, Contract Terms and Conditions required to Implement Statutes or Executive Orders-Commercial Items. DFARS clause 252.212.7001, Contract Terms and Conditions required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of commercial Items. DPAS Rating is S10.
