- This is a sources sought notice and not a request for quotations. The purpose of this announcement is to seek qualified contractors with the capability to provide low literacy and clear language translations of Supplemental Nutrition Assistance Program (SNAP) publications with experience in meeting the objectives as described herein. The United States Department of Agriculture (USDA) Food and Nutrition Service (FNS) seeks to contract services of a writing and editing consultant who specializes in clear language and low-literacy publications. Many FNS programs target audiences with lower income and education levels and current outreach materials do not address these education and cultural barriers, which may hinder access to FNS programs for these individuals and families. FNS publications targeted to consumers must be written and designed for those who may read at or below the sixth grade reading level. FNS would like to target the newly eligible, Latinos, seniors and other low-income groups who can benefit from more accessible, clear language materials. The contractor should be able to: •· - Translate SNAP publications into low literacy and clear language English •· - Translate SNAP publications into low literacy and clear language Spanish Please provide the following information if you have performed similar presentation services: 1. The name and location of your company, contact information, and identify your business size (Large Business, Small Business, Disadvantaged Business, 8(a), Service disabled Veteran Owned Small Business, HubZone, etc.) based on NAICS Code 541930, size standard $7.0m. Contact information shall include the name of the point of contact, email address, and telephone number should the Government have questions regarding individual responses. 2. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers your company has recently (within the last 3 years) provided these, or similar, services for. Include a point of contact information for the companies listed. 3. Contractors should provide their DUNS, if applicable. Responses to this request must be submitted no later than 2:00 p.m. ET on December 7, 2009 and may be submitted electronically to miatta.cleveland@fns.usda.gov to the attention of Miatta Cleveland. All submittals received will be reviewed for informational purposes. No other information regarding this Sources Sought will be provided at this time. The Government will neither award a contract solely on the basis of this Sources Sought Synopsis nor will it reimburse the respondent for any costs associated with preparing or submitting a response to this notice. This synopsis does not constitute a Request for Quotation (RFQ), Request for Proposal (RFP), or an Invitation for Bid (IFB), nor does this issuance restrict the Government's acquisition approach. The Government reserves the right to reject in whole or in part any industry input as a result of this announcement. The Government recognizes that proprietary data may be a part of your submittal. If so, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information.
