Description
The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source procurement with Thermo Environmental Instruments, Inc., 27 Forge Parkway, Franklin, MA 02038 for the acquisition of a Partisol Plus 2025 Sequential PM 10-2.5 Federal Reference Method (FRM) Air Sampler Pair. There is a need for a pilot study that will ultimately develop the standardized procedures for long-term speciation monitoring in the United States. The study requires the use of Federal Reference Methods (FRMs) for PM 10-2.5. In addition, the use of a sequential sampler operation to minimize the burden on the state/local monitoring agencies that are collecting samples for the study is also required. Sequential operation allows the monitoring agency to visit the site less frequently. Currently, the only approved FRM that operates sequentially for PM10-2.5 is the Thermo Partisol 2025 Sampler Pair. The Thermo 2025 Sequential Air Sampler pair has been used previously by ORD in several field studies of PM 10-2.5 mass and speciation and procurement of the same sampler type for the study provides the necessary consistency. EPA believes Thermo Environmental is the only vendor capable of satisfying the Agency's requirements. The circumstances permitting Other than Full and Open Competition Justification is FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy Agency requirements." The intent of this synopsis is to determine if any source(s) exists and, therefore, no RFP is available. Consequently, any response(s) failing to provide a capability statement but instead choosing to merely submit a routine letter requesting a copy of the RFP will not be honored. All interested parties must respond by 12:00pm EST November 27, 2009 to Lanelle T. Shands, at the following address: shands.lanelle@epa.gov. Interested vendors shall: 1) include information on the proposed services/equipment which clearly supports the requirements outlined above; 2) fully explain your capabilities and qualifications and; 3) provide itemized pricing that is sufficient to make a determination that competition is feasible. Responses to this synopsis must be made in writing. No telephone or fax requests will be honored.
