- RECOVERY – THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY UNDER THE AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA). The Government intends to award a construction contract under the provisions of the Small Business Administration Section 8(a) Program. The proposed procurement is being offered pursuant to a Memorandum of Understanding (MOU) between the U.S. Department of Agriculture (USDA) and the U.S. Small Business Administration (SBA). The SBA has delegated USDA authority to contract directly with eligible 8(a) firms. The MOU implements a USDA initiative designed to streamline the procurement process for awards under the 8(a) program. PROJECT DESCRIPTION. Project involves the demolition and selective demolition of existing boardwalk, guardrail and handrail, temporary shoring and blocking, reconstruction of existing boardwalk, ramp to viewing tower, and viewing blind foundation, construction of new wayside deck, new boardwalk, new guardrail and handrail at ramp to viewing tower, and installation of helical pier foundation system. The intent of this contract is to provide for the complete project described in the contract. Unless otherwise provided, the Contractor shall furnish all labor, materials, equipment, tools, transportation, and supplies and perform all work required to complete the project in accordance with the specifications and provisions of the contract. The Government’s estimate is between $500,000 and $1,000,000.
