- RECOVERY - PER FAR 5.7 THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY; THEREFORE FAR 5.203 DOES NOT APPLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTOR(S) UNDER THE CURRENT CONTRACT NUMBER(S): Russell Construction Co. Inc, W52H09-08-D-5005/0027 This notice is for 7 change orders due to differing site conditions. Subject project was awarded to Russell Construction Co. Inc. of Davenport, IA on firm fixed price task order W52H09-08-D-5005/0027 on July 15, 2009. The project consists of design, demolition and repair of concrete and structure on the designated area of the old and new sections of the Hydro-Electric Plant/Building 160. The contractor's proposal for this task order was based, in part, on an underwater survey conducted by the Army Corps of Engineers in 2008. During contractor's own underwater investigation, the contractor discovered a significant void in one of the foundations, a cast iron gate that cannot be repaired, a missing cornerstone, a scour area that undermines the outlet tunnel. It was also determined that additional investigations are needed due to inconsistencies with the report provided by the Army Corps of Engineers and the contractor's own investigations to ensure the structural integrity of the dam. The estimated price range of these change orders is between $250,000 and $500,000. The change orders will be awarded as a firm fixed price modification under task order 0027 under contract W52H09-08-D-5005. Contract W52H09-08-D-5005 was awarded under full and open competition with the use of best value source selection procedures to Russell Construction Co. Inc. of Davenport, Iowa on August 21, 2008. The design build and construction services proposed to be awarded under this contract include the type of work designated in this synopsis.
