- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS, BUT A SURVEY TO LOCATE POTENTIAL SOURCES. The US Bureau of Reclamation, Yuma Area Office, Yuma, AZ is performing a market survey to determine if there are an adequate number of interested and qualified firms having the capability to provide laboratory analysis of waste water and drinking water per the following minimum requirements: 1. Laboratory must be Arizona and California Certified 2. Must comply with sample holding and shipping requirements (4 degrees Celsius in 24 qt or greater coolers) and with 10 day turn-around testing and reporting3. Must comply with stringent EPA methods/detection limits to satisfy National Pollutant Discharge Elimination Permit, Aquifer Protection Permit, Potable Water Permit, and AZ Pollutant Discharge Elimination standards for analyses in water, wastewater, and solid samples of the following: Inorganic constituents, cations and anions, and physical analysisMetalsVolatile organic chemicalsSemi-volatile organic chemicalsPesticides and HerbicidesAcid-Base-Neutral ExtractablesRadiologicalBacterial and MicrobialPolychlorinated Biphenyls and DioxinEmerging Drinking Water Contaminants A combination Firm-Fixed Price (FFP) and Indefinite Delivery-Indefinite Quantity (IDIQ) type contract is anticipated. The IDIQ work may be ordered by Task Order on an as needed basis. The anticipated contract award date for these services is February 1, 2010. All qualified concerns may submit capabilities statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, and management capability of such offerors to perform this type of work. Capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy is warranted. Interested firms should submit a capabilities statement to this office by email or fax by 4:00 p.m., Arizona time, December 2, 2009. The capabilities package submitted by a vendor should demonstrate the firm's ability, capability, and responsibility to perform the principal components of work listed above. Packages should not exceed five pages in length and include the following information: (1) Business name and address (2) Point of contact to include email address and phone number (3) Business size and type, (8(a), HUBZone, Service Disabled Veteran, Small Business, Large Business, etc.). For this requirement, the NAICS code is 541380 and the applicable small business size standard is $12 million. This Sources Sought Notice is issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. All businesses capable of supplying this service are invited to respond. Any information provided by industry to the Government as a result of this notice is voluntary.
