- The U.S. Army Corps of Engineers, Afghanistan Engineer District-North (AEN) intends to award a single design-build contract for the partial rehabilitation of two hydroelectric powerhouses in Afghanistan. The procurement method will be Best Value. The two powerhouses are Pul-i-Khumri I and Pul-i-Khumri II. The Pul-i-Khumri I and II Projects are located in the city of Pul-i-Khumri in Baghlan Province, Afghanistan. This project involves the management, planning, design, material, labor, and equipment, to complete all of the rehabilitation activities specified including force protection measures, site security, de-mining activities, and other features. The intent of this contract is to rehabilitate the only the components that currently prevent proper power generation, not to restore the entire powerhouse to like new condition. The work within this contract will be required to meet and be constructed in accordance with current U.S. design and International Building Codes (IBC), Life Safety Codes (NFPA-101), Force Protection and security standards. All information must be presented in English. The Contractor will be required to have a minimum of one English-speaking representative to communicate with the COR at all times when work is in progress. The NAICS code for this project is 237990 'Other Heavy and Civil Engineering Construction'. The small business size standard is $33 Million. The magnitude of this construction project is between $5,000,000 and $10,000,000. The solicitation will be available at www.fbo.gov and at www.aed.usace.army.mil/contracting.asp on or about November 30, 2009. Proposals will be due 30 December 2009.
