- The U.S. Army, Army Contracting Command (ACC) Joint Munitions and Lethality(JM&L) Contracting Center, Picatinny Arsenal, NJ 07806-5000, on behalf of Benet Laboratories, Watervliet Arsenal, Watervliet, NY 12189-4000 is conducting market research to locate companies interested in entering into Blanket Purchase Agreements (BPAs) with the US Government. Interested sources should be capable of providing the U.S. Government with systems and measurement devices configured to meet end user necessities and requirements during efficient testing of R&D application components. Products include, but not limited to, data acquisition systems, signal analyzers, digital oscilloscopes, shakers and controllers. Need data acquisition hardware that has the following capabilities: Data acquisition (sample) rates from 1 or 2 Hz to 4MHz and Channel counts from 4 to 64. Digital to analog converters of 24 bits or better are required. All channels must be able to be sampled simultaneously at maximum sample rate and have the ability to log straight to disk or do on-the-fly calculations such as transfer functions, power spectrums, etc. Systems should be expandable and able to be synchronized and have the ability to handle strain gages, accelerometers (must provide voltage source), pressure gages (voltage and charge type), and generic voltage source inputs. The following documents are applicable: American National Standards Institute (ANSI), American Society for Testing & Materials (ASTM) Standards, Underwriters Laboratory (UL), American Iron and Steel Institute (AISI) Material Standards, and Occupational Safety and Health Administration (OSHA) Standards. Companies are invited to indicate their interests and capabilities by providing specifications, brochures, information pertaining to experience on previous projects, specific work previously performed or being performed, and any other specific and pertinent information as it pertains to this particular area of procurement that would enhance our evaluation of the information submitted. All information is to be submitted via email at no cost or obligation to the Government; information provided will not be returned. Responses shall also indicate the size of the business entity; large or small IAW FAR 19.102, and a copy of the most recent ORCA certifications. Please provide the name of your company, address, POC, phone/fax number and email address. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. The Government will accept written questions by email. Interested companies are encouraged to submit their capabilities/qualifications data no LATER than December 7, 2009. This is a Sources Sought/Market Survey Announcement and submission will be used for informational and planning purposes only. This notice does not constitute a formal Request for Proposal (RFP)/Request for Quote (RFQ), nor is the Government obligated to issue the RFP/RFQ. In addition, the Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this survey.
