- The Aviation Applied Technology Directorate of the US Army Research, Development and Engineering Command proposes to procure two each Rotor Azimuth Processors (RAP). The RAP is designed for use with helicopter tachometer and contractor signals to measure rotor azimuth position and main rotor speed; two rotor contact signals and one rotor tachometer signal. Signal inputs consist of electronic waveforms from Tachometers and Contactors and cover operational ranges for all current US Army helicopters. The outputs are main rotor azimuth position, main rotor speed and tail rotor azimuth position. All of these signals require signal conditioning to take the input signals and then producing the other required output signals in required formats. The outputs are main rotor azimuth position, main rotor speed and tail rotor azimuth position. The main rotor and tail rotor azimuths are analog ramps that represent 0 to 360 degrees. The analog signals are provided through a single 12-bit parallel interface. The processors will convert tachometer pulses per second to percent rotor speed. The three analog signals are provided through three 12-bit parallel interfaces. The rotor azimuth processor will provide all the necessary information and will operate in a manner consistent with rotor testing requirements. This self-contained RAP will be used for flight and ground support test purposes. This product will include a PC configuration software program, embedded data acquisition software, and analog data acquisition hardware. Market research has indicated that one company can meet this requirement. We intend to award a FAR Part 12 commercial order to Precision Systems, Inc., 453 Easton Road, Horsham, PA 19044, which is the only known manufacturer that can satisfy agency requirements. Precision Systems, Inc. meets the qualification requirements for award. A single firm fixed price contract is anticipated. Delivery of these items is intended for the Aviation Applied Technology Directorate (AATD), Fort Eustis, Virginia, within 16 weeks of award. Inspection/Acceptance and FOB Point are destination, AATD, Fort Eustis, Virginia. This procurement will be solicited, evaluated, and awarded using FAR Part 12 procedures. This requirement is under the NAICS code 541519, Other Computer Related Services. Specifications, plans or drawings relating to this procurement described are not available and cannot be furnished by the Government.
