- Draft DD 254 Draft Contract Data Requirements List Draft Personnel Qualifications Draft C4ISR Performance Based Statement of Work THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT IS A RESEARCH TOOL BEING USED BY THE GOVERNMENT TO OBTAIN INFORMAITON REGARDING INDUSTRY’S ABILITY TO PROVIDE TECHNICAL SERVICES. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARTATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. This is a Sources Sought Announcement to identify interested companies capable of fulfilling the Government’s requirement for technical support services for the Naval Air Warfare Center Aircraft Division (NAWCAD), Special Communications Requirements (SCR) Division, Code 4.5.11 located at St. Inigoes, Maryland. Required services will support legacy, current and next generation Command Control, Computers, Communications, Intelligence, Surveillance and Reconnaissance (C4ISR) Electronic Systems for various Navy, Army, Air Force, Special Operations Forces (SOF), and other agencies Command Control, Computers, Communications, Intelligence, Surveillance and Reconnaissance (C4ISR) Electronic Systems. Service tasking will include design, development, integration, test and evaluation, installation, rapid fielding, certification, maintenance, life cycle and logistic support of C4ISR Electronic Systems. The C4ISR systems shall be employed within user locations or platforms including shipboard, aircraft/airborne, weapon systems, on small crafts, boats, shelters or vehicles. It is anticipated that a five year Indefinite Delivery Indefinite Quantity type contract will be awarded. Contract performance is estimated to begin 1 November 2010. The estimated Level of Effort (LOE) is 2,020,000 Manhours over a period of five (5) years. Approximately 80% of the work will be conducted at the contractor site and 20% at the government site. The contractor facilities shall be within 45 ground transportation miles of NAWCAD St. Inigoes, MD.. The proposed contract is anticipated to include tasking that would be accomplished by labor categories that are subject to the Service Contract Act. The NAICS Code is 541330 with a Small Business Size of $27.0 Million. For purposes of soliciting widest interest in this requirement, possible Product Service Codes (PSC) include AC65, J058, K058, N058, R425 and R426. A DD Form 254 Contract Security Classification Specification shall apply to this requirement and the prime contractor shall have or demonstrate ability to obtain a “Top Secret” Facility Clearance and “Top Secret” Safeguarding. Include in your response you ability to meet the requirements in the Facility and Safeguarding requirements. Basis for award of the resultant contract will be the Best Value to the Government. This requirement is a follow-on procurement to contract N00421-04-C-0074, awarded on 11 July 2006, to CACI Systems, Inc. located at 8283 Greensboro Drive, Mclean, VA 22102-4904. In order to facilitate industry’s understanding of this requirement, the following documents are attached: 1) Draft Performance Based Statement of Work (PBSOW), 2) Personnel Qualifications, and 3) Estimated Level of Effort with allocation of hours by labor category. In addition to providing comments on the PBSOW and Personnel Qualifications, interested parties are requested to submit a capabilities statement of no more than 20 pages in length. Capability statements shall address the following questions: 1) What type of work has your company performed in the past in support of the same or similar requirement?; 2) Can or has your company managed a task of this nature? In your response, provide the specific technical skills your company possesses which ensure capability to perform the tasks. Provide details of a plan for ensuring the resultant contract would be staffed with qualified personnel. Staffing plan should address current hires available for assignment, possible subcontracting/team arrangements, and strategy for recruiting and retaining qualified personnel.; 3) Can or has your company managed a team of subcontractors before? If so, please provide cite contracts and teaming arrangements.; 4) Respondents to this notice also must indicate whether they are a large business or qualify as a Small, Small Disadvantaged, Women-Owned, Hub Zone or Service Disabled Veteran-Owned Small Business Concern.; 5) If you are a Small Business, provide an explanation of your company’s ability to perform at least 50% of the tasking described in this PBSOW.; 6) include a company profile to include number of employees, annual revenue history, office locations, DUNs number, ect.; and 7) Provide comments regarding any unduly restrictive aspects of the PBSOW or Personnel Qualifications. The packages shall be submitted electronically to the Contract Specialist Your response to this Sources Sought synopsis including any capabilities statement shall be submitted electronically to the Contract Specialist in Microsoft Word format, or Portable Document Format (PDF), at the following email address: theresa.newbold@navy.mil by 7 December 2009. All data received in response to this sources sought, marked or designated as corporate or proprietary, will be fully protected from release outside the Government. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to these Sources Sought Synopsis.
