Description
FBO Solicitation Notice V011-10-VOAOST-WG for BROADCAST OPERATIONS AND RELATED TECHNICAL SERVICES TO SUPPORT FOR BBG TELEVISION AND RADIO FACILITIES PROJECT is hereby amended to extend the solicitation to November 30, 2009. Provide answers to the following questions. Question No. 1) Provide the incumbent information (we need the contract number, contractor, expiration date, and total value). Answer) There is no incumbent contractor, as this is a new requirement. Question No. 2) How does the BBG intend to Award since the IDIQ is a task order contract of both Small Business and Unrestricted? Answer) The Statement of work (SOW) has been revised to delete all references to "small business" and "unrestricted". Solicitation is looking for a single contractor to meet the requirements. Question No. 3) Is the BBG looking for a Prime that will then Sub each respective Task Order to a qualified Small Business as appropriate? Or will each Task Order in the Solicitation be announced and awarded? The Cover Page says "Set Aside," yet Tasks 7 and 8 are "Unrestricted." Kindly clarify. See Answer above, to Question No. 2. Question No. 4) Kindly clarify the NAICS codes considered for this Award? Answer) For this requirement, the NAICS code has been changed from 541330 to 541490. Question No. 5) A review of Paragraph 4.3 Software notes concern, because vendors and software developers viewing software as Intellectual Property will most likely not agree to this paragraph. How would the BBG then review and revise Paragraph 4.3 ? Answer) The requirement cited in the solicitation will be awarded to the contractor who complies with Paragraph 4.3, and provides the best offer. Question No. 6) Specifically, the Solicitation appears unrestricted, but the Tasking notes "Small Business" in a number of the tasking areas. Kindly clarify. Answer) The SOW has been revised to delete all references to "small business" and "unrestricted. See answers to question no. 2 above. Question No. 7) Could future additional tasking areas be added to this contract in the areas of systems integration, technical consulting, technical operations etc.? The current tasking areas appear "set". Answer 7) "Tasking will be determined by the Program Office.
