- This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The solicitation number is PSC23848 and it is issued as a request for quotation (RFQ). This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-37. The associated NAICS code is 511210 and small business size standard is $25 million. The contract line items are as follows: Line Item 1: LogicalApps Policy Governor - Named User Perpetual Quantity: 4000 Line Item 2: LogicalApps Access Governor - Named User Perpetual Quantity: 4000 Line Item 3: LogicalApps Data Governor - Named User Perpetual Quantity: 4000 Line Item 4: LogicalApps Governance Platform - Named User Perpetual Quantity: 4000 Line Item 5: Reinstatement Fee Period of Performance: November 30, 2009 – November 29, 2010 BRAND NAME JUSTIFICATION PSC Enterprise Systems Services (ES) O&M requires continued support and maintenance for their existing United Financial Management System governance solution – Oracle’s Governance, Risk and Compliance Controls. These applications are currently deployed and used by HHS operational divisions on a 7x24 basis. O&M requires the continued use of Oracle GRC since it is unique in its capacity to support mandatory audit control and management. ES O&M is a mission critical organization and acquisition of the Oracle GRC licenses maintenance is essential to continued segregation of duties and audit compliance. Audit control is a federally mandated requirements and failure would have critical business impacts. The provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The provision at 52.212-2 is not applicable. The Government will award a purchase order resulting from this synopsis/solicitation to the responsible lowest priced offeror that meets all of the technical requirements. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. Please note: An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (m) of this provision. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items (MAR 2009), applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items (SEP 2009), applies to this acquisition.
