Description
Requirements document This is a request for information notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources through market research and insight to help assess the capability of available technologies and the long-term visibility of potential approaches and solutions to acquire a redesign of the Acquisition Career Management System (ACMIS). This potential requirement will incorporate a 3-phased approach. Phase 1- The government intends to identify potential sources through the dissemination of questions found in section 2.0 of this document. Phase 2- Using the information gathered in phase 1, the government may award 2-3 vendors small contracts for a high level solution based on ACMIS requirements. Phase 3- The government intends to formulate a performance work statement based on the high level solutions identified in phase 2 that may lead to the issuance of a solicitation for such requirement. Your responses to the information requested will assist the Government in determining the appropriate acquisition method. 1.0 Introduction The General Services Administration, Integrated Acquisition Environment division, has determined a need to replace the Acquisition Career Management Information System (ACMIS). The intent of this RFI is to provide the IAE Program Management Office with market research and insight to help assess the capability of available technologies, and the long-term visibility of potential approaches and solutions to acquire a redesign of the Acquisition Career Management System (ACMIS) that will be developed using open source software and coding techniques, along with the ability to host it on any platform that the U.S Government requires. The solution must be able to generate reports which, when combined with data downloaded from OPM, can tell management their human capital current states and plan for future capital needs. The system must accept data from the Office of Personnel Management (OPM) as well as from the Defense Acquisition University (DAU) to incorporate into the reports. 1.1 Background ACMIS was created specifically to track and report on training & fulfillment, warrants and certifications for the federal acquisition workforce. Other needs have been identified to widen the definition of who is in the acquisition workforce, to track acquisition positions and whether or not they are filled, as well as to increase the information available to create more robust reports that can be used as workforce planning tools. 2.0 Responses Interested parties are requested to respond to this RFI via email. Interested parties should read the entire requirements document (attachment 1). Interested parties shall respond accordingly to the following questions: •1. Has your organization been the prime developer of a: •a. Learning Management System Y/N •b. Workforce Planning System Y/N •c. Human Resource System Y/N •d. Career Management System such as ACMIS Y/N If Yes, please briefly describe this effort with information such as number of users, system capabilities, and whom it was for (i.e., government agency, private business, college/university, etc.). Also include performance metrics used to measure the effectiveness and usability of the application. •2. Has your organization ever built or implemented any system that was functional across: •a. multiple agencies Y/N •b. government-wide Y/N If Yes, please briefly describe this effort and whom it was for. Please briefly describe any challenges you experienced dealing with multiple agencies/multiple sources of data, and how they were resolved. Please include performance metrics used to measure the effectiveness and usability of the application, if a different system than the one in question 1. •3. H as your organization had any experience with the Federal Acquisition Institution ( FAI ) or Defense Acquisition University ( DAU ) classes or fulfillment /certification requirements? Y/N •a. If Yes, please briefly describe your experience •4. Has your organization been the prime developer for tools used to generate reports from systems listed in question 1 and/or 2 above? Y/N •a. If Yes please briefly describe the capability and tool used. When responding via email using an attachment, please submit information in a Microsoft Word for Office 2000 compatible format. Information is due no later than 7 December 2009, Monday 12:00 noon EST. Please limit responses to 2-5 pages using 12 point font and submitted via e-mail only to Danny.Garo@GSA.Gov AND to Pat.Brooks@GSA.Gov. If responses to the questions include any proprietary information, they MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. Section 1 shall provide administrative information, and shall include the following as a minimum: Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, DUNS number, and e-mail of designated point of contact. Section 2 shall provided answers to the questions 3.0 Confidentiality This RFI should not be construed as a commitment by the General Service Administration, the Integrated Acquisition Environment division, or the Federal Government to issue a solicitation or to ultimately award a contract. Neither unsolicited proposals nor any other kinds of offers will be considered in response to the RFI. This RFI is in no way binding to the government. The government will not pay for any information submitted in response to this request. The information will be used to facilitate acquisition planning; any proprietary information will be handled accordingly. The determination of an acquisition strategy, based upon comments submitted by interested parties in response to this RFI is solely within the discretion of the government. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). The NAICS Code 541512, Computer System Design Services, is subject to change based on market research and input from industry to the Program Office.
