- KMC Family Housing Maintenance DRAFT PWS THIS IS A PRE-SOLICITATION NOTICE For A Fixed-Price Contract To Provide Family Housing Maintenance Services In The Kaiserslautern Military Community (Kaiserslautern/Ramstein) Germany. This is NOT a request for proposals! DESCRIPTION OF SERVICES: The Service Provider shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform Maintenance of Family Housing (FH) at Ramstein Air Base (AB), Vogelweh, Landstuhl, and Sembach AB, which combined is also known as Kaiserslautern Military Community (KMC) Housing. Family Housing maintenance services apply to all facilities, housing units and appurtenant housing support systems, such as garages, storage sheds, fences, grounds, landscaping, maintenance support buildings, utility lines, outdoor recreation areas and playgrounds as specified in this Performance Work Statement (PWS) and Appendix 1 (List of Facilities to Maintain). Appendices and Technical Exhibits will be posted with the solicitation, and may be posted in draft form prior to the solicitation. In addition, the Service Provider shall be responsible for maintaining all appurtenances which are added to FH during the life of the contract. Kaiserslautern Military Community (KMC) Military Family Housing Maintenance Services (FH) maintains approximately 2006 housing units (estimate 1756 in FY2010) in and around the KMC. Interested parties are encouraged to review the revised PWS posted with this announcement. A formal solicitation will follow this announcement in December 2009, with an expected award date in May 2010. The performance period of this contract shall consist of a two-month phase-in, two-month base period and four one-year option periods. Contract award will be based on performance-price tradeoff (PPT) procedures.
