Description
This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. The National Institutes of Health (NIH), Office of Behavioral and Social Sciences Research (OBSSR) is conducting a market survey to help determine the availability and technical capability of qualified small businesses, veteran-owned small businesses, service-disabled veteran-owned small businesses and/or HUBZone small businesses capable of serving the needs identified below. Background Information The Office of Behavioral and Social Sciences Research (OBSSR) is a component of the Division of Program Coordination, Planning and Strategic Initiative and furthers the mission of the NIH by emphasizing the critical role that behavioral and social factors play in health, health care and well-being. OBSSR serves as the focal point for coordination and development of NIH policies, goals, and objectives in the behavioral and social sciences at NIH. OBSSR is also a liaison between the NIH intramural and extramural communities, other Federal agencies, academic and scientific societies, national voluntary health agencies, the biomedical research community, the media, policymakers and the general public on matters pertaining to behavioral and social sciences research. Based on its Strategic Prospectus, OBSSR's vision is to bring together the biomedical, behavioral, and social science communities to work more collaboratively to solve the pressing health challenges facing our nation. OBSSR uses communications as a key approach to achieving its strategic aims. In consultation with the Centers for Disease Control and Prevention (CDC), OBSSR would like to have the initial design, demonstration and "proof of concept" for an interactive Web-based tool and interface, that will incorporate the existing CDC Prevention Impact Simulation Model (PRISM), that was developed to simulate the influence of various health policies on cardiovascular health (morbidity and mortality) as well as costs and cost opportunities they generate. This tool will ultimately be enhanced by video vignettes and interviews with stakeholders in the local community affected by policy or who are involved in making policy. The CDC has worked with OBSSR, modelers, economists, and subject matter experts over the past two years to develop a system dynamics computational model and simulation tool as an aid to policy makers. OBSSR will build on this project by creating the initial, engaging user interface to facilitate understanding of the model and its results. The goal is to enhance the users' understanding of how health is affected by social determinants and behavior as well as policy (such as smoking bans at work and public places). The tool will allow the user to move health policy "levers" and see how they impact cardiovascular disease. Such a persuasive interactive tool will not only enhance the "face" of OBSSR and behavioral research at the NIH, it will better allow OBSSR to communicate its mission with key audiences, such as the general public, NIH partners, the behavioral and social science communities, the broader research communities and stakeholders such as practitioners and policymakers to support the NIH mission. Objectives The purpose of this sources sought notice is to determine the availability and technical capability of an organization to complete the initial design and demonstration and "proof of concept" for the Web-based tool and interface. Our desired "product" is a feasibility study for both the Web-based tool, interface and videos. With regard to the videos, we would like a scoping out of this portion of the product; specifically, this means a breakdown of the cost information and technical details/requirements. This will be the first stage in developing a web-based tool to simulate the impact of health policy on cardiovascular health. The system dynamics model which "fuels" the tool is based on national level data and has been calibrated in both Travis County, Austin, Texas and 11 counties in the Mississippi Delta region. A system dynamics model that examines the alternative scenarios that can impact cardiovascular health, the CDC PRISM, will be the foundation for the simulation. The Contractor shall develop the initial design, demonstration and "proof of concept" for the interactive, graphically-compelling and user-friendly web-based tool to simulate the impact of various policies, behaviors and social determinants on cardiovascular health. The tool will be informed and based on the systems science model: "Causal Factors Shaping the Dynamics of Cardiovascular Health." The contractor will produce a description of the design/blueprint for the overall Web and video, will outline the requirements in technical terms for all aspects of the work, will produce a timeline for the full project from beginning to end, will develop a detailed budget breakdown for the full project, and create a detailed work plan for Phases 1 and 2 of the project, complete with cost estimates. The contractor should solicit the Project Officer's input and approval for all deliverables. The contractor will work in collaboration with the CDC Technical Monitors (as necessary) to coordinate the existing model (which resides in the VenSim software environment) and its new interface, with the simulation tool being developed. This is necessary because the new tool will draw the parameters, initial values and other information from the existing model. a. Project Planning b. Requirements Development Support c. Production Support k. Training Support l. Technical Leadership The Contractor shall provide in depth knowledge and expertise in these areas. Scope of Work The NIH is seeking an offeror, in today's digitally connected environment, to develop a compelling Web-based tool, enhanced by video vignettes, to simulate the impact of social and behavioral determinants of health is an important part of OBSSR's communication strategy, which supports its mission. An interactive Web-based tool which will simulate the potential impact of health policies on cardiovascular health will be an effective communications strategy for reaching key audiences. It will help demonstrate how alternative policies can affect the social and behavioral environment and thus foster better choices to improve health outcomes. The contractor shall complete the tasks described below. All tasks/functions will be performed to reflect OBSSR's mission and vision; the contractor must also employ a user-centered, evidence-based approach (based on user-centered design principles) in designing and developing the cardiovascular health simulation. The Government will be the sole proprietor of the final documents, designs and all deliverables. The contractor shall complete the following tasks, which include, but are not limited to: 1. Complete the initial design, demonstration and "proof of concept" for a Web site with a compelling, user-friendly interface aimed at policy makers and the interested, general public. This is also referred to as a "feasibility study." 2. Develop and maintain a tool to simulate the impact of health policy on cardiovascular health. The tool will be based on the CDC PRISM which uses national data, and all work will be conducted collaboratively with the CDC and their designees, including other contractors. 3. Scope out the video portion of the project and provide technical details on requirements as well as cost information. 4. Trouble shoot, and fix any errors. 5. Site deliverables should adhere to standards based CSS/XHTLM and be Section 508 compliant. Browser support must include: Internet Explorer 6, 7 and 8; Firefox 2 and 3 on a PC; Firefox 2 and 3 on a Mac; Safari 3 and 4 on a PC; Safari 3 and 4 on a Mac; and Google Chrome on a PC. Site can be hosted on NIH server or on a dedicated server provided and supported by vendor. Please describe technical requirements and hosting recommendations. 6. Write brief monthly status reports. Each status report shall provide a brief status of each task area that was worked on, or was scheduled to be worked on, during the reporting period. Status reports should include information on dissemination results. Each status report shall also document any problems encountered and how they were, or will be, resolved. Each report shall also document the Contractor's plans for the next reporting period, including expected accomplishments, anticipated problems and projected solutions. The Contractor shall deliver status reports by the fifth working day of each month following the first full month of RFQ performance. The contractor shall submit the project status reports to the COTR. This report shall include a tabulation of hours billed. 7. Produce an annual report. This report shall include a summation of the results of all contract work for the period covered. The annual report shall describe the project accomplishments using cumulative figures for quantifiable data, such as numbers of high level designs developed. An annual report shall be submitted within 30 days after the anniversary date of the resultant purchase order. Interested firms responding to this sources sought notice must adhere to the following: (a) Provide a capability statement demonstrating relevant experience, skills and ability to fulfill the Government's requirements for the above. The capability statement should contain enough sufficient detail for the Government to make an informed decision regarding your capabilities; however, the statement should not exceed ten (10) pages. (b) The capability statement should include references, key personnel, and any teaming arrangements needed to fulfill the requirements. It must identify the responder's small business type and size. (c) All capability statements must be submitted electronically no later than 5:00pm eastern standard time on Thursday, November 19, 2009 to Sheila Edmonds at sheila.edmonds@nih.gov.
