LOUIS AIRPORT, CHESTERFIELD, MOSOLICITATION DTFASW-10-R-00022POINT OF CONTACT: JERI BIRD, CONTRACTING OFFICER, 817 222-4391 The Federal Aviation Administration (FAA) is seeking qualified Small Business construction contractors interested in providing offers for installation of new insulated steel siding panels to the exterior of the Air Traffic Control Tower; reseal exterior, including doors; replacement of three tower shaft windows; repaint catwalk railing; relocate lightning down conductors to the outside of the new siding at the Spirit of St. Louis Airport located at 553 Beechcraft Avenue, Chesterfield, MO 63005. The contractor shall provide all labor, materials, and equipment necessary to complete the work. Work will be done on an active airport and the contractor shall comply with all procedures, rules and regulations of the airport authorities including limitations on equipment heights, taxiway and runway barricade requirements, traffic control, allowable work hours, and other issues to ensure uninterrupted airport operations. All work shall be in accordance with the plans and specifications. 1.Contract performance time is 45 calendar days. 2.This construction project is a total set-aside for Small Business Concerns. 3.The North American Industry Classification System (NAICS) is 237990 - Other Heavy and Civil Engineering Construction and the small business size standard is $33.5 Million.4.The dollar range for this project is between $100,000.00 and $250,0005.A mandatory (pre-bid) site visit will be conducted on this project. Details will be outlined in the Request for Offer Package. All interested contractors are required to attend this site visit.6.Contractor is expected to perform at least 15 % of the work utilizing the contractor's own employees.7.Contractor MUST be registered in Central Contractor Registration (CCR) before contract award. Contractors can register on-line at http://www.ccr.gov/. The Request for Offer Package is expected to be available on or about November 24, 2009. Vendors must submit their request for this package by Fax 817-222-5869/5957, via E-mail to jeri.bird@faa.gov or via mail to FAA/ASW-52, Attention: Jeri Bird, 2601 Meacham Blvd., Fort Worth, TX 76137-4296 no later than 3:00 pm (CDT) on November 23, 2009. Vendors must provide their company name, physical mailing address, telephone number, email address and FAX number. Requests received after this date and time will not be honored. No telephone requests will be accepted. For security reasons, this solicitation will be distributed using the Federal Business Opportunities (FedBizOpps) system. FedBizOpps is an E-Gov initiative that provides a secure environment for distributing sensitive acquisition information (to include Sensitive Unclassified Information (SUI)) to vendors during the solicitation phase of procurement. This system electronically disseminates information or data to the vendor community while still protecting SUI from unauthorized distribution. Data that can be uploaded into FedBizOpps includes construction plans, equipment specifications, and security plans. As FAA utilizes the FAA Contract Opportunities website to announce procurement opportunities, COs will utilize the Non-FBO Secure Document Link functionality in FedBizOpps when electronically distributing SUI Interested offerors must register with FedBizOpps before accessing the system. Registration instructions can be found on the FedBizOpps website (https://www.fedbizopps.gov) "This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has a program to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
