This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as Request for Quotations (RFQ) NLM-10-02-SV. This solicitation document incorporates provisions and clauses that are in effect in the April 2009 Federal Acquisition Regulation (FAR) Revision, including all FAR Circulars issued as of the date of this synopsis. The North American Industry Classification System (NAICS) code is 494920, Book, Periodical, and Newspaper Merchant Wholesaler. NLM is a component of the National Institutes of Health (NIH), a large federal biomedical research organization dedicated to the mission of uncovering new knowledge that will lead to better health for everyone. NIH is an agency within the United States Department of Health and Human Services. The National Library of Medicine (NLM) is the world's largest medical library. The Library's primary mission, as mandated by Congress, is to provide biomedical and health care literature and information to health professionals. To support this mission, the Library collects publications in all areas of biomedicine (not only scientific and practice literature, but also history, policy, economics, and technology) from every country in the world, and in every language. The focus of the collection is upon original research and works of international interest aimed at health professionals, scholars, and scientists. Purpose and Objective: The purpose of the acquisition is to supply monographs, continuations and related services to NLM through firm orders, approval plans, and standing orders. The Library's objective is to support biomedical life sciences research, professional education, health policy development, and health care delivery through the dissemination and exchange of information by health professionals. This acquisition excludes subscriptions to journals and other periodicals, which NLM acquires under a separate procurement mechanism. Geographic Area of Service: Vendor may offer to supply literature from one or more of the following countries: United States, Canada, United Kingdom, Ireland, Germany, Austria, Switzerland, Belgium, Netherlands, Luxembourg, Liechtenstein, Sweden, Finland, Norway, Denmark, France, Spain, Portugal, Greece, Australia, New Zealand, Eastern European countries, former Soviet Union republics, and African countries. In addition to supplying literature from one or more of the countries listed above, vendor may offer to supply literature from other countries as proposed by the vendor. Optional services: Vendor may offer to supply optional services, including but not limit to: 1. Supply of electronic USMARC format bibliographic records 2. Development and use of electronic data interchange (EDI) services compatible with Ex Libris Voyager 3. Online access to vendor's database 4. Supply of audiovisual, CD-ROM, and other nonprint works 5. Searching and supply of out of print titles 6. Licensing for electronic publications. Note: NLM will negotiate license agreements for electronic publications directly with the publishers, however NLM may request assistance from the vendor in obtaining electronic or print copies of license agreements from publishers. During the period of performance under this award, the publishing industry may change the way licenses are negotiated. At such time, NLM would consider new services under this agreement related to the licensing of electronic publications. SERVICES TO BE PERFORMED: A. Firm and Standing Orders The vendor shall supply monographs, multipart works, continuations, monographic series(numbered and unnumbered), and other library materials in response to NLM firm and standing order documents, as soon as the materials are available. Orders shall be placed with the publisher within two (2) working days of receipt of NLM order document or ordering information via phone order, e-mail or EDI, or as soon as the materials are available if order is pre-publication. Multipart sets will be supplied in entirety beginning with the first volume ordered, following monographic guidelines. For standing orders, NLM will supply the vendor with the volume or issue number to begin the standing order service; vendor will automatically ship each new publication in that series within 30 days of publication until the publication ceases or NLM cancels the order. Vendor shall notify NLM when a standing order title changes. Vendor shall promptly ship material from a central office to address provided by NLM. "Drop shipments" (arrangements whereby vendor arranges shipment direct from publisher to Library) for firm and standing orders must be pre-approved with Library staff prior to supply of material. Vendor shall submit invoices following instructions given herein. B. Rush Orders The vendor shall provide a method for rush handling of materials which are required at short notice, including items not in the vendor's stock. Drop shipment (vendor arrangement of delivery directly from publisher to NLM) is acceptable for rush orders, with prior approval from NLM. C. Back orders Items which are not available within 30 days of receipt of the order from NLM, but which the vendor believes can be obtained, shall be treated as back orders. The vendor shall notify NLM of all back-ordered titles within five (5) working days of placing the back orders with the publishers. When the vendor receives a back-ordered item from the publisher, the vendor shall ship it to the designated address within five working days. D. Firm and standing order claims Upon receipt of claim notices from NLM for materials firm ordered or on standing order, the vendor shall verify from shipment records that the item was not supplied and either advise NLM as to the shipment date or forward notice of non-receipt to the publisher. Any responses from the publisher other than supply of material shall be forwarded on to NLM within five (5) working days of receipt at the vendor's site. The vendor is required to make at least two follow-up requests when the publisher fails to respond. On demand, NLM may require the vendor to make telephone or fax message contact with publishers for urgently needed materials. Period of performance: The period of performance will be for an initial 12 month period, with options to extend the period of performance for four additional twelve (12) month periods. In the event of termination, delivery of outstanding orders will continue for a period of 30 days after which time any remaining orders will be canceled. Deliverables: The vendor will supply monographic and standing order literature and other library materials to NLM as requested. An original invoice and two copies of the original invoice will accompany all shipments. Delivery includes timely shipping, durable packing and labeling. The attached Addendum to Terms and Conditions of Purchase Order also applies to this solicitation.
