Description
THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. This opportunity was competed among contractors with indefinite-deliver indefinite-quantity (IDIQ) contracts with the Department of Energy (DOE). These DOE contracts are known as Energy Savings Performance Contracts (ESPCs) which were put in place competitively by the DOE under its Federal Energy Management Program (FEMP), as established by Congress. Johnson Controls Government Systems, LLC has been selected for Phase 3 Task Order development and implementation. The NAICS Code is 541330 Engineering Services - with a size standard of $27 million for contracts and subcontracts for engineering services awarded under the National Energy Policy Act of 1992. The scope of work for the Phase 3 Order will be for energy conservation work for an estimated 100 BLM facilities scattered in remote locations in approximately twelve Western States and which may include Alaska. It is estimated that the firm-fixed price for the Order will be between $7 million and $20 million. It is expected that the energy conservation work in the Order will include 1) installation of interior and exterior energy efficient lighting, 2) new energy-efficient heating, ventilation, and air conditioning systems, including controls in facilities, and 3) construction of photovoltaic and wind renewable energy projects on public lands administered by the BLM. These public facilities and lands may be located in the states of Alaska, Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Texas, Utah, and Wyoming. The estimated start date for the Order is April 15, 2010. It is expected that work pursuant to the Order will be completed in two years or less. Funding for the Order will utilize funds provided by the American Recovery and Reinvestment Act of 2009 (the Recovery Act). Unique provisions required to implement the Recovery Act, including those for significant reporting and transparency requirements, will be included in the Order. Receipt of the Order by the contractor will be contingent upon that contractor meeting the requirements in Section 1512 of the Recovery Act. In accordance with the Skaggs Amendment which authorizes the DOE FEMP contract, a smaller portion of this effort will be separately financed.
