Description
NAICS Code: 541711 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to Affymetrix Inc., 3420 Central Expressway, Santa Clara, CA 95051 for the acquisition of Affymetrix GeneChips. These GeneChips aredesigned to be used with the existing Affymetrix Instrument System that is located at EPA and can not be utilized with any other existing fluorescent scanner on the market today because of the unique chip design. Future experiments will generate data to be compared with existing Affymetrix data sets at the EPA. Consistency in platform comparison is critical to the genomic scientific mission at EPA. The research application of Affymetrix Arrays requires that the chip be scanned on the Affymetrix Scanner 3000. The image is displayed on a screen connected to the scanner and analog software generates a density number for each gene, to be used in the analysis. The resource of detailed analysis is deemed critical to establishing the use of technology in our laboratories and adapting the analysis protocols to specific research applications. EPA has identified Affymetrix, Inc., the only vendor capable of satisfy the requirement. The circumstance permitting is FAR 6.301-1, "only one responsible source". The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provide the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 10 days after the date of this publication.
